About this opportunity
Naval Supply Systems Command Fleet Logistics Center Detachment Naples intends to solicit comprehensive mid-term availability repairs for USS MOUNT WHITNEY (LCC-20) with RFP N6817126RN006 estimated for release on or about June 18, 2026, and period of performance from January 12, 2027 through March 13, 2027.
No set-aside is anticipated. Award will proceed under FAR Part 15 competitive procedures with advertisement on SAM.gov.
All work must be performed at a pier-side facility (commercial or private) in the Mediterranean basin or European Atlantic Ocean coastline, specifically in the United Kingdom, Ireland, The Netherlands, Belgium, France, Spain, Portugal, or the Atlantic coast of Germany. The contractor's facility must be located in a country maintaining an International Agreement with the United States addressing primary jurisdiction procedures for U.S. Military personnel, or the contractor must obtain exception to policy authorization. Dry dock is not required; berthing alongside a pier is sufficient.
The MTA encompasses alterations, repairs, and critical maintenance across nine work series: General Services and Requirements (0000), Hull and Structural (0100), Propulsion Machinery (0200), Electrical (0300), Communication and Navigation (0400), Auxiliary Machinery (0500), Habitability Outfitting and Furnishings (0600), Sponsor Related (0700), HVAC (0800), and Propeller Clean and Polish/Hull Inspection (0900). Work includes structural preservation, machinery overhauls, cable surveys, fire protection inspections, habitability refurbishment, and hull preservation. Certain work items require Original Equipment Manufacturer or Authorized Service Provider performance, including Sperry Marine, GE Power Conversion, Curtiss Wright, Caterpillar, and Johnson Controls. Contractor must provide shore power (4000 amps minimum electrical), steam (145 psi), potable and de-ionized water, compressed air, saltwater cooling, office facilities for the Overhaul Management Team, IT services, hazardous waste disposal, and all labor, equipment, staging, and rigging. Government furnishes paint systems (PPG Marine), lubricating oils, and certain spare parts.
Interested parties must submit notice of interest by June 12, 2026 via email to designated points of contact, including company name, address, phone, primary contact information, and a one-page summary demonstrating ability to meet MTA objectives. An optional ship check is scheduled May 13–14, 2026 at BASE NATO/POL PIER in Gaeta, Italy, with participation requests due by 1:00 PM CET on May 11, 2026, limited to four attendees per company.
