The RFP will be advertised on SAM.gov and will include instructions for proposal submission and inquiries.
The MTA includes alterations, repairs, and critical maintenance work across nine series: General Services and Requirements (0000), Hull and Structural (0100), Propulsion Machinery (0200), Electrical (0300), Communication and Navigation (0400), Auxiliary Machinery (0500), Habitability Outfitting and Furnishings (0600), Sponsor Related (0700), HVAC (0800), and Propeller Clean and Polish/Hull Inspection (0900), with six additional draft work items attached to this amendment. The period of performance runs from January 12, 2027 through March 13, 2027, with all work performed at a pier-side facility. The prospective awardee's facility must be located in the Mediterranean basin or European Atlantic Ocean coastline, specifically in the United Kingdom, Atlantic Coast of Germany, Ireland, The Netherlands, Belgium, France, Spain, or Portugal, and must be in a country maintaining an International Agreement with the United States addressing primary jurisdiction procedures for U.S. Military personnel, or obtain an exception to policy authorization.
A ship check is scheduled for May 13-14, 2026, at BASE NATO/POL PIER in Gaeta, Italy, with arrival required by 8:30 AM and participation limited to four attendees per company. Interested parties must request participation by 1:00 PM CET on May 11, 2026, providing company name, attendee personal information, vehicle plate number, and copies of personal documents. Participation is optional and not reimbursable by the Government. Interested parties must submit a notice of interest by June 12, 2026, via email to the listed points of contact, including company information, primary point of contact details, and a one-page summary demonstrating ability to meet objectives. Amendment 03 clarifies that the Atlantic Coast of Germany is included in geographic restrictions, that contractors may propose their own facility location meeting stated requirements, and that dry dock is not required—a berth alongside a pier is sufficient.

Government?
The location will be at the shipyard proposed by the awardee.
iii. Could you please confirm whether the work must be performed in a dry dock, or whether a berth alongside a pier would be sufficient?
