About this file

This is Amendment 04 to a Pre-Solicitation Notice for Mid-Term Availability (MTA) repairs of the USS MOUNT WHITNEY (LCC-20) to be conducted by the Naval Supply Systems Command Fleet Logistics Center (NAVSUP FLCSI) Detachment Naples. The full Request for Proposals (RFP N6817126RN006) is estimated for release on or about June 18, 2026, with contract award anticipated under FAR Part 15 competitive procedures. The period of performance runs from January 12, 2027 through March 13, 2027, with all repair work to be accomplished at a pier-side commercial or private facility located within the Mediterranean basin and European Atlantic Ocean coastline, including the United Kingdom, Ireland, The Netherlands, Belgium, France, Spain, Portugal, and the Atlantic coast of Germany. The contractor's facility must be located in a country maintaining an International Agreement with the United States addressing primary jurisdiction procedures for U.S. Military personnel, or obtain an exception to policy authorization.

The pre-solicitation notice requested expressions of interest by June 12, 2026, via email to the identified points of contact. Amendment 04 provides responses to two offeror questions: first, clarifying that a proposed DC load bank with a maximum current rating of 500 amps is insufficient to meet the requirement of 794 amps at 550 kVA for the Assured Power UPS Servicing work item; and second, detailing steam supply requirements, including 145 psi pressure delivery at two-inch flange connections on the 3rd deck for house heating during the availability period, with the contractor responsible for providing technical specifications based on facility location and ambient temperature conditions. Attachments include a J-1 Pricing Breakdown Worksheet and an OEM list.

Answer: The proposed load bank is insufficient to meet the established requirement.

From Reference 2.5 (Eaton UPS Technical Manual 9395-550-FI-M-IP22 450V: see table 3-4) of Work Item 0383 Assured Power UPS Servicing, the full load current (AC output to critical load) is 794 amps @ 550 kVA (495 kW).

The Offeror’s proposed Load Bank has Max Current rating of 500 amps which is below the 794 amp.

Question: The steam provider company requires some information as specified in the attached document. We kindly request you to complete the relevant information.

Important note: all the flow and pressure values must be given dynamic at delivery point

Answer: Period of steam production is stated as being “when the ship is tied to the pier.” The Offeror should fill in those dates. Also of note, in the spreadsheet the Offeror attached for the Period From: they have entered “Not known, boiler is for backup”. That is not correct, the mobile boiler will be providing house heating steam for the duration of the availability, depending on ambient temperatures.

Min/Max ambient temperatures will depend on the location of the shipyard.

Steam

Minimum expected flow will depend on the ambient temperatures.

Pressure expected as per Work 0011, 7.1.3.a “Provide 145 psi steam.”

Temperature of saturated steam @ 145 psi is 364 deg Fahrenheit.

Steam customer tie in dimensions – 2-inch flange connection, 4 bolt holes, located on 3rd deck, port and starboard sides at Frame 76.

Steam customer network design – House Heating

Steam Safety Valve Setting – 168 psig.

Distance between customer tie in and mobile boiler will depend on where they place the mobile boiler.

Accessories – will depend on where the boiler is placed. The Offeror should be providing this information based on what is already know. Likely they will need a chimney extender but that will be their decision based on location. We will not need Superheater/Economizer/Steam Dryer.

Return condensate percentage will be zero. The condensate returns to the Atmospheric Drain Tank and is pumped overboard. It may be possible for the contractor to connect to the discharge and collect the condensate if they choose to do so.

Return condensate temperature 150 -180 degrees Fahrenheit.

Return condensate Pressure – Atmosphere

Return condensate customer tie in dimensions – not expected to return to boiler.

Fuel – The type of fuel used by the boiler will be decided by the shipyard/subcontractor. We do not dictate the type of fuel they use.
