About this opportunity

Military Sealift Command seeks a firm fixed-price contractor to perform a regular overhaul and dry-docking of USNS LUCY STONE (T-AO 209), a naval auxiliary oiler, with proposals due June 22, 2026 following amendment extension from the original May 21 deadline. No set-aside applies.

Place of performance is a U.S. West Coast shipyard with dry dock capability; the Government will conduct pre-proposal vessel inspections April 22–23, 2026 in San Diego, California. Performance runs January 18 through June 3, 2027 (June 6 for one option). The vessel displaces 49,440 long tons (length overall 745 ft 10 in, breadth molded 105 ft 8 in).

The contract structure includes Category A work items (scheduled maintenance tasks funded at award) priced per unit rates for labor, utilities, and materials; Category B optional items (0003–0006) covering physical security, service continuation, propeller blade machining, and dry-docking/undocking exercisable at Government discretion. The estimate encompasses approximately 21,207 man-hours of Additional Government Requirements and $3.4 million in Other Direct Costs with pre-established fully-burdened labor rates; G&A and profit markups are to be negotiated. Liquidated damages are $112,976 per day of delay, capped at 50% of contract value.

Contractors must be recognized ship repair companies with established facilities including pier, structural and machine shops, dry dock capability, and demonstrated expertise in production control, quality assurance (ISO 9001 certification preferred), hazardous waste management, and subcontractor coordination. Non-small businesses must submit a Small Business Subcontracting Plan.

Evaluation uses Lowest Price Technically Acceptable criteria: technical understanding of work items, ability to perform (man-hour charts, growth absorption, facilities), management control and quality assurance, past performance, and price. Amendment 0001 (issued May 1, 2026) extended the deadline, incorporated RFC answers 001–006 and 009, updated Working Instructions 0135, 0401, and 0656, and added FAR Clause 52.222-90 (Addressing DEI Discrimination by Federal Contractors). Offerors must acknowledge receipt of the amendment. Interport differentials apply: San Diego $134,553 (reference), San Francisco $269,468, Portland $377,934, Seattle $458,508, Pearl Harbor $740,115. NAICS 336611, PSC J999.
