About this opportunity

The Maritime Administration is soliciting removal and replacement of degraded steel manhole covers associated with underground storage tank infrastructure at the U.S. Merchant Marine Academy, Kings Point, New York, with proposals due August 18, 2026 at 2:30 p.m. ET. The procurement is set aside for small business concerns and incorporates four amendments; the most recent (Amendment 4, posted August 14) provides government responses to questions and a revised Statement of Work.

Place of performance is Kings Point, New York. The scope requires removal and legal disposal of five existing steel covers—three large covers (36, 48, and 36 inches in diameter) and two small 18-inch covers—and installation of replacement fiberglass-reinforced polymer covers meeting AASHTO H-20 and EN 124 D400 traffic load standards with a minimum three-year manufacturer warranty. Field verification of exact dimensions must occur prior to procurement. All labor must comply with New York State Labor Law Article 8 prevailing wage rates for Nassau County. Work is permitted Monday through Friday, 7:00 a.m. to 4:00 p.m., and the performance period runs August 25 through September 24, 2026. The contractor must submit product data sheets with certified load ratings, a detailed installation plan, and a site-specific safety plan addressing pedestrian traffic control, and must adhere to OSHA 29 CFR Parts 1910 and 1926. Unforeseen structural deficiencies must be immediately reported to the Contracting Officer and relevant departments, with work halting until direction is provided. The NAICS code is 811310 with a dollar threshold below $12.5 million. Award will be made on a Lowest Price Technically Acceptable basis to a responsible offeror whose quotation meets all Statement of Work requirements. This is a firm fixed-price procurement presented as a combined synopsis/solicitation under FAR Part 12. The site visit was scheduled for July 28, 2026; questions were due July 30, 2026.
