About this file
This is a Statement of Work (SOW) for the removal and replacement of Underground Storage Tank (UST) manhole covers at the United States Merchant Marine Academy (USMMA) in Kings Point, Nassau County, New York.
The contractor must remove and legally dispose of five existing steel manhole covers: three large covers (36-inch at Barry Hall, 48-inch at Cleveland Rodgers, and 36-inch at Murphy Hall) and two small 18-inch covers at Cleveland Rodgers. The contractor shall procure and install replacement fiberglass-reinforced polymer (FRP) covers of equivalent sizes, or provide alternatives that meet regulatory requirements if small covers prove infeasible. All new covers must meet AASHTO H-20 and EN 124 D400 traffic load rating standards, feature non-corrosive and non-conductive surfaces with slip-resistant patterns, and include a minimum three-year manufacturer warranty. The contractor is responsible for all labor, materials, equipment, transportation, tools, disposal fees, and supervision. Field verification of exact dimensions must occur prior to procurement and fabrication. The contractor must prepare and submit product data sheets with technical specifications and certified load ratings, a detailed installation plan, and a comprehensive site-specific safety plan addressing pedestrian traffic control. Work is permitted Monday through Friday, 7:00 AM to 4:00 PM. All labor must comply with New York State Labor Law Article 8 prevailing wage rates for Nassau County. The project must adhere to OSHA 29 CFR Parts 1910 and 1926, ASTM International standards, and all federal, state, and local environmental regulations. The contractor maintains full accountability for subcontractor performance, safety compliance, and quality control. Any unforeseen structural deficiencies or frame damage must be reported immediately to the Contracting Officer, Contracting Officer's Representative, Department of Public Works, and Public Safety Department, with work halting in that area until direction is provided.

Underground Storage Tank (UST) Manhole Cover Removal and Replacement
2. FACILITY & LOCATION
• Facility: United States Merchant Marine Academy (USMMA)
• Location: Nassau County, Kings Point, NY 11024
3. PURPOSE
The purpose of this project is to remove, legally dispose of, and replace existing degraded steel manhole covers associated with the petroleum Underground Storage Tank (UST) infrastructure across the USMMA campus. This replacement program will directly improve personnel safety, enhance corrosion resistance, eliminate electrical conductivity risks, and ensure long-term structural durability.
4. SCOPE OF WORK
The Contractor shall furnish all labor, materials, equipment, transportation, tools, disposal fees, and supervision necessary to perform the following tasks:
4.1 Demolition and Disposal
• Large Covers: Remove and legally dispose of three (3) existing standard-size steel UST manhole covers (See Section 12);
~ 36 in. cover (x1) – Barry Hall ~ 48 in. cover (x1) – Cleveland Rodgers ~ 36 in. cover (x1) – Murphy Hall
• Small Covers: Remove and legally dispose of two (2) existing small-size steel UST fill port manhole covers (See Section 12);
~ 18 in. cover: inside ~ 48 in. cover (x1) – Cleveland Rodgers ~ 18 in. cover: near ~ 48 in. cover (x1) – Cleveland Rodgers
4.2 Procurement and Installation
• Large Covers: Furnish and install three (3) standard-size fiberglass-reinforced polymer
(FRP) manhole covers.
~ 36 in. cover (x1) – Barry Hall ~ 48 in. cover (x1) – Cleveland Rodgers ~ 36 in. cover (x1) – Murphy Hall
• Small Covers: Furnish and install three (3) small-size fiberglass-reinforced polymer (FRP) fill port manhole covers.
~ 18 in. cover: inside ~ 48 in. cover (x1) – Cleveland Rodgers
If small cover is not feasible, contractor must provide alternatives that will meet the requirements of the SOW in accordance to all regulations and requirements (ex. Installation of ~ 48 in. FRP cover not requiring additional small cover but still secures tank opening, prevents tripping hazards and allows easy access for academy maintenance compliance requirements)
~ 18 in. cover: near ~ 48 in. cover (x1) – Cleveland Rodgers
4.3 Field Verification & Engineering Execution
• Field Verification: Validate all exact physical field dimensions prior to material procurement, fabrication, or delivery.
• Fitment & Alignment: Ensure all new covers achieve proper seating, lock into place seamlessly, match finished grade alignment, and eliminate tripping hazards.
• Subcontractor Management: Maintain full accountability for the performance, safety compliance, and quality control of all utilized subcontractors.
5. MATERIAL REQUIREMENTS
All furnished materials must be new, unused, and meet the following minimum specifications:
• Composition: Fiberglass-Reinforced Polymer (FRP) construction.
• Load Rating: Traffic-rated compliance meeting AASHTO H-20 and EN 124 D400 standards to withstand heavy vehicle traffic.
• Safety Surface: Non-corrosive, non-conductive, and molded with a high-traction, slip-resistant surface pattern.
• Warranty: Minimum three (3) year manufacturer warranty against structural failure, cracking, and degradation.
6. LABOR & COMPLIANCE REQUIREMENTS
