About this file

This is a Questions and Answers (Q&A) document for a federal contract opportunity issued by the United States Merchant Marine Academy (USMMA) under RFP 6923G226Q000025 for the replacement of fuel tank manhole covers and associated components.

The procurement calls for the furnishing and installation of five (5) large fiberglass reinforced polymer (FRP) manhole covers (36-42 inches, with one exception: a 48-inch diameter manhole at the Cleveland Rogers Building with a 12-inch center access port) and five (5) small FRP fill port manhole covers (12-16 inches). The government confirmed that only new covers are required with existing steel frames remaining in place, though bidders may propose replacing entire manhole assemblies (frame, skirt, and cover) as an alternative approach. Bidders are directed to SOW Sections 4.1, 4.2, and 4.3 for updated specifications, pictures, and fit and alignment requirements. The government clarified that only covers specifically identified in the SOW should be replaced, and that the successful bidder will receive clarification on which of the multiple existing small covers will require replacement. The revised bid due date is August 18, 2026, at 2:30 p.m., with proposals to be submitted directly to the Contracting Officer (CO) via email. All responses are categorized as technical in nature with no changes to the solicitation document required.

# Section (KTR to fill-out) (KTR to fill-out) Government's Response

Change to the Solicitation:

Technical/ Contractu

The SOW calls out replacement of (5) large & (5) small manhole covers. However, there are more than 5 of the small covers. That being said, we will include the costs for the (5) small covers, but exactly which ones will need to be clarified later, to the successful bidder upon award

Please refer to the SOW Sections 4.1 & 4.2 for updated information and pictures incorporated.

none Technical

The SOW calls out the large covers as 36-42 inches. However, the large manhole at Cleveland Rogers Bldg is in fact 48” diameter with a 12” center access port for the fill.

Please clarify the SOW further for this manhole and/or cover replacement.

SOW updated to reflect the Manhole at Cleveland Rodgers. none Technical

The SOW calls for new covers only, as the existing steel frames shall remain as is. This would mean no saw-cutting, demo, or replacement of existing concrete. Please confirm this is correct Correct none Technical

It is highly unlikely that the new FRP covers will match up with the bolt-holes of the existing steel frames. Thus it may not be possible to secure the new covers. (The old frames and new covers will not be of the same manufacturer.) Please further clarify the scope & intent should the new FRP covers not “match” the existing steel frames.

Please refer to SOW - Section 4.3 which speaks to fit and alignment requirements, or 4.1 or 4.2.

As a follow-up to #3 above, it is our recommendation to replace each of the (10) manhole assemblies with new (new skirt, new frame, and new cover). Would you entertain a proposal with this approach. Please advise.

Yes none Technical

6 Please re-confirm the bid due date and time Bid revised due date 08/18/2026 at 2:30pm none Technical

Are the bid proposals to be submitted directly to you via email?

Proposals must be submitted to the CO only and include your email address in the response. none Technical

The scope of work (SOW) calls for: “…Small Covers: Furnish and install five (5) small-size (12-16 inches) fiberglass reinforced polymer (FRP) fill port manhole covers…” However, the fill port covers are not all the same make or model, they differ per tank.

Also, these manufacturers do not make FRP covers that will match-up and fit the existing steel frames. (as manufactured by OPW, Fairfield, etc.) Please provide clarification on what and how you want the fill port covers replaced.

Please refer to the SOW Sections 4.1 & 4.2 for updated information.

none Technical

9 The SOW specifically mentions the fill port covers. Does that mean we are NOT replacing any of the other Small Covers at the tanks? Only the covers identified in the SOW.

none Technical

Amendment #2 of this solicitation appears to extends the Bid Due Date & TIme to Tuesday August 11 at 2:30pm. Please confirm this is correct. Bid revised due date 08/18/2026 at 2:30pm none Technical
