About this file

This is a Statement of Work (SOW) for an Underground Storage Tank (UST) Manhole Cover Removal and Replacement project at the United States Merchant Marine Academy (USMMA) in Nassau County, Kings Point, New York.

The contractor shall remove and legally dispose of ten existing steel manhole covers (five standard-size covers approximately 36 to 42 inches in diameter and five small-size fill port covers approximately 12 to 16 inches in diameter) and furnish and install ten new fiberglass-reinforced polymer (FRP) covers of corresponding sizes. All materials must be new and unused, meeting AASHTO H-20 and EN 124 D400 traffic load rating standards with non-corrosive, non-conductive, high-traction surfaces and a minimum three-year manufacturer warranty. The contractor must conduct field verification to validate exact physical dimensions prior to procurement, ensure proper fitment and alignment, and maintain full accountability for all subcontractors. All labor shall comply with New York State Labor Law Article 8 prevailing wage requirements for Nassau County, and all disposal, hauling, and tipping fees are included in the contractor's fixed price. The contractor must submit product data sheets, installation plans, and a site-specific safety plan prior to work commencement and adhere to OSHA 29 CFR Parts 1910 and 1926, establish physical barricades and signage around active work zones, and comply with all USMMA, Department of Transportation, and Department of Defense safety and security protocols. Standard site access is permitted Monday through Friday, 7:00 AM to 4:00 PM, and any unforeseen structural deficiencies must be immediately reported to the Contracting Officer, Contracting Officer's Representative, Department of Public Works, and Public Safety Department, with work halting in that area until direction is provided.
