About this opportunity
The United States Department of Transportation Maritime Administration is soliciting quotations for comprehensive graduation commencement event support services for the United States Merchant Marine Academy (USMMA), including setup and teardown, equipment delivery, and technical support for three events scheduled for June 10-25, 2026. The solicitation (6923G226Q000005) seeks a qualified contractor to provide labor, materials, equipment, transportation, and supervision to deliver approximately 2,100 folding plastic chairs, multiple tents (ranging from 10x10 feet to 50x80 feet), a 40x56-foot two-tier stage, numerous tables, lighting, power, audio/video systems with redundancy, two elevated camera platforms, and all associated commencement support services in accordance with the Statement of Work. Key contract requirements include furnishing technical staff (Lead Audio Engineer, Assistant Audio Technician, and Teleprompter Operator) onsite two hours prior to events, completing detailed submittals within 10-30 days of award, ensuring ADA compliance throughout venues, providing an inclement weather contingency plan with broadcast parity capability in Ackerman Auditorium, and bearing full responsibility for any facility damage with restoration to original condition within 30 days at no additional cost to the government. Award will be made using a lowest-price technically-acceptable evaluation approach based on three factors: technical approach demonstrating event coordination experience and inventory capabilities; past performance for similar projects completed within three years; and pricing. The deadline for quotation submission was originally April 24, 2026, but has been extended to May 1, 2026, at 0900 hours; all amendments must be acknowledged with submitted offers.
This acquisition is a Total Small Business set-aside, meaning only qualified small business concerns are eligible to submit responsive offers. The estimated contract value is $3,362.00 across four Contract Line Items (CLINs 00001-00004), covering base year 2026 and optional year 2027 pricing for both the primary commencement events and inclement weather contingency plans. The contractor must provide approximately 1,500 white folding chairs for audience seating, 100 formal wooden Windsor-style stage chairs, a 96-foot by 40-foot ridge tent over the stage with no center support, four 20-foot by 50-foot angled-roof VIP tents, one 30-foot by 30-foot band tent, and comprehensive audio-visual infrastructure including main PA speakers rated 1200-2000 watts with 8-inch stage monitors, Dante audio-over-Ethernet feeds, six-channel press distribution, and broadcast-capable lighting. The performance period runs from June 10-25, 2026, for the base year with setup completion required by June 17 and full teardown by June 25, with an optional performance year in June 2027 (dates to be determined). Place of performance is the United States Merchant Marine Academy in Kings Point, New York, under the management of the Department of Maintenance & Repair. Additionally, the solicitation is subject to Department of Labor Wage Determination 2015-4157 for service contract employees in Nassau and Suffolk Counties, establishing mandatory minimum wage rates and fringe benefits for all contractor staff.
