This is Amendment 0002 to Solicitation 6923G226Q000005, issued by the Maritime Administration (USMMA Procurement) on April 9, 2026, with an effective date of April 29, 2026. The amendment extends the quotation deadline and provides additional clarification on requirements. The new bid submission deadline is May 1, 2026, at 0900 hours (previously April 29, 2026, at 1500 hours). All offerors must acknowledge receipt of this amendment prior to submission; failure to do so may result in offer rejection.

The amendment confirms no other changes to solicitation terms and conditions.

Technical
5 SOW Section 10.13
What are the recommended requirement for the speakers (i.e. specs)?
Main PA:12-15 inch speakers of approximately 1200-2000 Watts with full range frequency drivers; main PA will all need to be capable of setting delays based on the distance from the stage level PA to the audience seating PA; stage monitors (3) 8-inch speakers of approximately 500-1000 W; audience level PA must be capable of angling to point directly at the middle of stadium seating.

Technical
SOW Section 10.18 Broadcast/Media Feed Management
How many discreet channels of audio over ethernet (Dante) and AES will be needed and where should those feeds to be run to?
Primary run of dante is from stagebox to FoH; Secondary run of dante (Cat-5e) will be from FoH to press box atop stadium seating. A stagebox/mult box will be needed to be in the pressbox so FoH can send a post-fader mix to media crew. An audio monitor for the Department of Transportation (DOT) media team directing the broadcast.
SOW Section 10.18 has been revised to add the specific audio requirements.
Technical
7 SOW
Audio delays – the statement of work mentions delay speakers in several places, are these a requirement or will main speaker stacks (line arrays) be sufficient if coverage and SPL level across the seating areas are determined to meet acceptable standards?
Our SOW and provided floor plan have speakers at two different depths on the field; one set at stage level and one set placed on the track facing the stadium seating. To prevent muffled speech, the stadium-depth placed speakers need to be delayed according to their distance from the stage speakers. Increasing SPL will not improve clarity—only closer proximity to the listener can do that.
