The contractor must submit eight detailed submittals within 10-30 days of contract award, including load-in/load-out plans, wireless frequency coordination, microphone inventory, protective plans for turf and track, contingency planning for inclement weather relocation to Ackerman Auditorium, and seating arrangements.
For the Commencement Ceremony specifically, the contractor must provide a 40x56-foot stage with tiered seating, approximately 1,500 audience chairs, 100 formal wooden chairs for the stage, multiple tents (including a 96x40-foot wing tent with no center supports), full audio-visual systems with redundancy, two mirrored teleprompters, professional lighting, two camera platforms, a climate-controlled cooling station, temporary decorative fencing, and staffing including a lead audio engineer, assistant technician, and teleprompter operator on-site two hours before events. The audio system must meet broadcast standards with specific speaker requirements (12-15 inch main PA, 8-inch stage monitors), wireless microphone systems with hard-wired backups, and Dante audio-over-Ethernet capability. The contractor is responsible for all damage repairs at no cost to the government and must maintain protective coverings for surfaces throughout the project. An inclement weather contingency plan requiring equivalent broadcast-grade audio and video capability at Ackerman Auditorium is required, with activation within a COR-designated window.
