About this opportunity
The US Geological Survey Office of Acquisitions and Grants seeks flooring replacement at its Davis Field Station, with quotations due September 11, 2026 at 12:00 PM Pacific Daylight Time. This is a Total Small Business set-aside.
Place of performance is 2625 Garrod Drive, Davis, California 95616 (a double-wide laboratory trailer on the UC Davis campus). Work runs October 1 through December 31, 2026, limited to Monday–Friday, 8 AM–5 PM, and involves inspection, subfloor repair, removal of soft spots and valleys, installation of Oriented Strand Board sheeting, and installation of new Luxury Vinyl Plank flooring across approximately 1,200 square feet, plus cove-base molding and debris removal. The target price range is $35,000 to $45,000.
A California state licensed class C-15 Flooring and Floor Covering Contractor must perform the work, or alternatively a California state licensed class B General Building Contractor may serve as prime and either hold a class C-15 license or subcontract to a class C-15 contractor; failure to demonstrate this licensing requirement will result in technical disqualification. Prospective contractors must submit a firm-fixed price quotation and a work plan demonstrating technical capability with relevant recent experience. The contractor must carry workers' compensation insurance of at least $100,000, general liability insurance of at least $500,000 per occurrence, and automobile liability insurance with minimum coverage of $200,000 per person and $500,000 per occurrence for bodily injury and $20,000 per occurrence for property damage. A payment bond or irrevocable letter of credit is due within ten days of award.
The contractor must provide a minimum 10-year warranty on labor and 30-year warranty on materials. Evaluation considers technical capability, past performance, and price as approximately equal factors. Davis-Bacon prevailing wage rates apply. Utilities are limited to 120V power from wall outlets; the contractor should plan for generator power and portable restroom facilities.
