The contractor must submit either a payment bond or irrevocable letter of credit within ten days of award and submit all invoices through the Invoice Processing Platform (IPP) within 90 calendar days after the performance period expires. The contract incorporates numerous FAR clauses including construction wage rate requirements, Buy American provisions, labor standards compliance, safety requirements, and project administration procedures. Utilities will be limited to 120V power from wall outlets with no government guarantee of adequacy; the contractor should plan for generator power and portable restroom facilities.

(End of Provision) Solicitation Provisions Included by Full Text Definitization of Equitable Adjustments 36.101-4 requires agencies to provide a description of policies and procedures that apply to definitization of equitable adjustments for change orders under construction contracts and data on the time required to definitize equitable adjustments for change orders under construction contracts. The Department of the Interior complies with this requirement by posting relevant information here: Construction Contract Administration | U.S. Department of the Interior (End of Provision) Quotation submission instructions and evaluation criteria Prospective contractors must submit a firm-fixed price quotation to perform this work. The selected contractor will be awarded a firm-fixed price purchase order. We will consider prospective contractors’ technical capability, past performance, and price.
To demonstrate technical capability, submit a work plan explaining how you plan to complete this project and outline your recent and relevant experience. It is mandatory that a California state licensed class C-15 Flooring and Floor Covering Contractor perform this work, or that a California state licensed class B General Building Contractor take the prime contract and either also hold a class C-15 or subcontract to a class C-15. If you do not demonstrate how you will meet that requirement, we will determine you to be technically unqualified.
To demonstrate good past performance, submit references for similar recent projects. We also reserve the right to consider any other sources of past performance information.
We will conduct a comparative evaluation of prospective contractors relative to each other and select the one that appears to offer the best value, considering all of the above factors, each of which is approximately equal in importance to all others.
In doing so, we will order quotations from lowest priced to highest priced. We will eliminate from consideration any quotations that are unrealistically low, potentially indicating a poor understanding of the requirement, unless that quotation has sufficient price or technical details to indicate otherwise. We will then proceed to consider quotations at progressively higher prices until we reach a point where there is no expected additional value to be realized by paying a higher price and eliminate from consideration all quotations priced higher than that. Remaining quotations will be compared to each other and award will be made to the one that offers the best value.

GS0231 – Technical Liaison – Technical Clarification (Dec 2024)
a) The performance required herein shall be subject to the technical clarification of the Technical Liaison as identified below. As used herein, "technical clarification" is defined as communication to help the contractor fully understand the requirements. The Technical Liaison is also expected to coordinate the on-site schedule with the contractor, provide access, and observe/inspect the work.
(b) The Technical Liaison is not delegated any Contracting Officer’s Representative responsibilities.
(c) The Technical Liaison may not modify the requirements in any way. All modifications must be authorized by the Contracting Officer.
(d) The contractor shall immediately notify the Contracting Officer, in writing, if they believe the Technical Liaison is directing work outside the requirements of this contract. The contractor may not be reimbursed for any work outside the requirements of this contract.
(e) The Technical Liaison assigned for this contract is:

(f) Only the Contracting Officer may designate a new Technical Liaison.

GS1131 – Unilateral Deobligation of Unexpended Funds (May 2013)
The contractor shall submit all invoices under this award no later than ninety (90) calendar days after the period of performance has expired, unless a request for extension has been submitted to the Contracting Officer. After 120 calendar days has passed since the expiration of the period of performance, the Contracting Officer reserves the right to issue a unilateral modification deobligating any unexpended funds, and to initiate closeout procedures.

Electronic Invoicing and Payment Requirements - Invoice Processing Platform (IPP) (February 2021)
Payment requests must be submitted electronically through the U. S. Department of the Treasury's Invoice Processing Platform System (IPP).
"Payment request" means any request for contract financing payment or invoice payment by the Contractor. To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable Prompt Payment clause included in the contract, or the clause 52.212-4 Contract Terms and Conditions - Commercial Items included in commercial item contracts. Under this contract, the following documents are required to be submitted as an attachment to the IPP invoice:

The Contractor must use the IPP website to register access and use IPP for submitting requests for payment. The Contractor Government Business Point of Contact (as listed in SAM) will receive enrollment instructions via email from the Federal Reserve Bank of St. Louis (FRBSTL) within 3 - 5 business days of the contract award date. Contractor assistance with enrollment can be obtained by contacting the IPP Production Helpdesk via email IPPCustomerSupport@fiscal.treasury.gov or phone (866) 973-3131.
If the Contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the Contractor must submit a waiver request in writing to the Contracting Officer with its proposal or quotation.
