STATEMENT OF WORK

Davis Campus Trailer Floor Repair and Upgrade

I. GENERAL INFORMATION

A. Introduction The USGS Western Ecological Research Center owns a doublewide laboratory trailer (mobile home) at the Davis Field Station facility located on the University of California, Davis Campus in Davis, CA. The goal of this contract is to Inspect, repair, and upgrade the existing floor of the trailer. This project’s Statement of Work (SOW) outlines the requirements for the inspection, repair, and the installation of a new Luxury Vinyl Plank (LVP) flooring in a 1,200 square foot double-wide trailer.

B. Background The Western Ecological Research Center (WERC) plays a vital role in collecting, analyzing, and sharing biological data essential for responsible stewardship of the Nation’s natural resources. Its mission focuses on deepening understanding of biological systems and the many benefits they provide to society. As a field‑driven research organization operating throughout California, the Center is staffed by scientists known nationally and internationally for their expertise. These experts collaborate extensively with Federal, State, and local agencies, as well as academic institutions and private partners.

Research conducted across the Center’s field stations spans many of California’s key ecosystems. Areas of scientific emphasis include the ecology of rare and common species; habitat assessment; design and evaluation of marine reserves; contaminant effects in terrestrial and aquatic environments; fire ecology; the impacts of land management on migratory waterfowl; and the influence of urban expansion on natural landscapes.

II. WORK REQUIREMENTS

A. SCOPE

1. The flooring replacement Contractor Shall:

a) Furnish the necessary personnel, materials, equipment, coordination, oversight, and permits, to fulfill the technical specifications outlined in this Statement of Work.

b) Coordinate with Site Representative (SR) on the location for the storing of supplies and materials.

a. The storage area shall be kept clean and secure. The government is not responsible for lost or stolen materials.

b. Once the project is done and approved, the area shall be returned to its original condition.

c) Confirm the floor area for installation, which is about 1,200 square feet.

d) Zone off the active work areas to avoid any unsafe issues.

e) Before starting work, take out all trailer-related furniture and equipment. Once the floor upgrade has been finished and approved, return the removed items to their original positions (Fig. 001).

a. Work with the Site Representative to arrange safe storage and protection for temporary furniture and equipment during flooring installation.

f) Clean all surfaces of dust, dirt, or substances that could affect flooring performance.

g) Ensure noise and dust control (e.g., Power generator location, temporarily cover air supply and air demand registers and grilles)?

h) Will not be remove existing LVP flooring.

i) Inspect the existing floor and sub-surfaces to ensure that they are level, insulated, and structurally safe.

a. Repair/patch any existing soft spots, valleys, or any other unsafe subfloor issues (Fig. 002).

b. Correct any leveling issues by adjusting the trailer’s pier supports (Fig. 003).

c. Possible alternate option of utilizing a self-leveling skim coat compound to level floor.

d. Possible alternate option to add insulation below the floor and reapply fiberglass barrier.

e. Any structurally unsafe situations shall be brought to the attention of the CO.

j) Thoroughly clean the trailer’s inspected floor and any newly repaired surfaces prior to the installation of the new sheeting.

k) Install Oriented Strand Board (OSB) sheeting over the thoroughly cleaned and leveled flooring. Note: Contractor shall adjust for any sloping floor issues, at exterior door thresholds, to ensure water and dirt moves out of and away from the trailer’s interior.

l) Install new surface flooring material over the newly repaired floor’s surface, ensuring proper fit and finish.

a. Surface flooring type and color shall be coordinated with USGS COR or SR.

b. Note: Avoid any seem-on-seem placement with the sheeting and any flooring type.

c. Flooring shall be straight and aligned. No large gaps or bubbling or raised edging will be permitted.

d. All surface floor coloring shall be consistent throughout.

m) Remove any old base-molding and Install cove-base floor molding.

a. Type and Color shall be coordinated with the SR or COR.

n) Maintain a clean and secure work area. All areas shall be thoroughly cleaned at the end of the workday and at the project’s closeout.

o) Be responsible for complying with all federal laws, regulations, customs and practices pertaining to construction, safety, and labor requirements.

a. Must comply with all OSHA and EPA Safety standards during all phases of the contract.

p) Provide a warranty of minimum 10 years on labor and 30 years on materials. All warranty documentation shall be provided, as a deliverable, at project’s closeout.

q) Be responsible for removal and disposal of all materials throughout the length of the contract.

a. Dispose of all debris and waste generated during the project in accordance with Local, State, and Federal regulations.

b. Signed documentation will be provided, as a deliverable, to the CO as evidence of proper disposal during closeout.

r) Perform a final inspection, with the SR or COR, to verify the quality control and assurance of the work meets with government standards.

a. Any unsatisfactory work shall be redone, to the government’s satisfaction, at no further cost to the government.

III. SUPPORTING INFORMATION

A. Place of Performance Western Ecological Research Center, Davis Field Station 2625 Garrod Drive Davis, CA 95616

B. Period of Performance (POP) Four to five weeks (dependent on weather) to begin after October 1, 2026. The flooring installation shall be completed within the agreed timeframe, with work scheduled to minimize disruption of site operations. Specific dates will be coordinated with the client prior to contract award.

C. Government Furnished Property (GFP) None

D. Special Considerations

· Hours of operation are Monday – Friday; 8 AM – 5 PM (negotiable)

· Coordinate contractor work times with CO or SR.

· Material may be stored on-site; although the site is behind a locked secure gate, the Government is not responsible for lost or stolen property.

· Bathroom Facilities should be provided for onsite use. Faculties shall remain clean and left in the state originally found.

· No smoking on the project site shall be allowed. Any damage caused by the contractor, related to smoking, shall become the responsibility of the contractor both in cost and litigation.

· Access to the site shall be coordinated with the COR and SR prior to any work beginning.

· No work shall will be completed, outside of the contract. Any scope-related changes shall be brought to the attention of the CO, in writing, for approval.

· The government is not allowed to sign for supplies and materials that are delivered to the contractor. The contractor shall coordinate with the site’s SR, on all deliveries, to allow site access. No hazardous chemicals or materials shall be stored on site without the SR’s or COR’s prior approval.
