About this opportunity
The USDA Forest Service is awarding a competitive BPA Call Order for tree planting within the Grand Valley Ranger District, Gunnison, Saguache, Delta, and Mesa Counties, Colorado, with a response deadline of May 26, 2026. This procurement is restricted to the 43 contractors currently holding LMIR (Land Management Integrated Resources) BPA awards and carries a Total Small Business set-aside.
The scope requires hand-planting approximately 196,800 containerized seedlings—42,660 lodgepole pine and 154,140 Engelmann spruce—across 1,793 gross acres (730 net acres) at elevations from 9,300 to 11,300 feet between June 1 and July 30, 2026. The contractor must furnish all labor, equipment, supervision, a planting inspector, and supplies, except government-furnished tree shade cards for select lodgepole pine units. Work encompasses microsite scalping, planting at specified density intervals with natural shade protection, and walk-in distances from delivery points ranging from direct vehicle access to over 2,000 feet.
The LMIR BPA is a national multiple-award vehicle covering Professional Services, Natural Resources Restoration, Engineering, Project Management, and NEPA work, available to all federal agencies across all Forests and Grasslands. Eligible contractors receive the Call Order solicitation via email; search SAM.gov for solicitation 12363N23Q4023. Amendment 0001, effective May 19, 2026, removed one schedule item and revised planting specifications and project maps; offerors must acknowledge receipt before the deadline.
Evaluation uses a two-step process: Step 1 is pass/fail technical capability assessment; Step 2 awards to the lowest-priced acceptable quote. Payment is based on actual trees planted minus culls, with quality-based adjustments—full unit price at 90 percent or higher quality; one percent payment reduction per one percent below 100 percent for 80–89 percent quality. A post-award conference via Microsoft Teams is required within 10 days of award.
