The contractor furnishes all labor, materials, equipment, supplies, and facilities required. Work hours are generally Monday–Saturday, 0700–1900 for general work and 0800–1900 for hot work.

Pricing is firm fixed-price by job or day. The pricing schedule template provides regional labor rate guidance ranging from $45 to $67 per hour across 27 geographic areas, with contractors required to submit unit prices for each line item and composite labor rates for contract changes.

The NAICS code is 336611 (Ship Building and Repairing); PSC is J998 (Non-Nuclear Ship Repair – East). All contractor personnel must obtain FLETC ID badges via DHS Form 11000-25 and OF-306 (minimum 14 days prior for U.S. citizens; 30 days for foreign-born contractors). Contractors must complete fingerprinting, provide proof of insurance, E-Verify enrollment, welding certifications where applicable, and submit a Past Performance Questionnaire for one to three relevant recent contracts.

Evaluation prioritizes technical capability (most important), followed by past performance, then price. Quoters must submit planning schedules (Gantt charts), written narrative addressing performance risks and environmental mitigation strategies (maximum ten pages), and detailed pricing in Excel and PDF formats. Quotes remain valid for 120 calendar days from close date. Amendment 0003 (effective May 5) extends the RFI period to May 11, 2026 at 1300 EST and offers ship checks May 6–7; RFI responses will post in Amendment 0004 on May 12.
