About this opportunity

The U.S. Coast Guard is soliciting ship repair services for the USCGC CYPRESS (WLB-210) Buoy Tender through a comprehensive drydock availability scheduled for fiscal year 2025. The procurement seeks a contractor to furnish all necessary labor, materials, services, equipment, and specialized tools to perform extensive dockside repairs covering 111 distinct work items, including hull plating inspections, ultrasonic testing, preservation of underwater body surfaces, propulsion system maintenance, and various equipment overhauls. The solicitation operates under NAICS code 336611 (Ship Repair) with a small business size standard of 1,300 employees and will result in a single award firm-fixed price contract. Evaluation will be conducted using a best value trade-off process with Technical Capability and Past Performance equally weighted as significantly more important than Price, which is the least important factor. The solicitation deadline was extended to September 2, 2025 at 8:00 AM PST, with an anticipated contract award date of September 28, 2025.

This procurement is designated as a Total Small Business set-aside under the simplified procedures for commercial items outlined in FAR Parts 12 and 13.5. While specific contract values are not disclosed in the documents, the comprehensive scope includes critical tasks such as 750 ultrasonic measurements on underwater hull surfaces, 500 measurements on freeboard areas, and complete preservation and coating renewal of underwater surfaces. The performance period spans approximately four months from September 29, 2025 to January 5, 2026, requiring the contractor to maintain the vessel at their commercial facility during the drydock availability. No incumbent contractors are identified in the available documentation, and the place of performance will be at the selected contractor's shipyard facility capable of accommodating the buoy tender's drydock requirements.
