About this opportunity

The U.S. Coast Guard Sector Delaware Bay seeks replacement of 15 showers in their entirety at its Philadelphia facility, with proposals due September 17, 2026. The procurement is a 100% small business set-aside under NAICS 238220, with a firm-fixed-price contract contemplated.

Place of performance is 1 Washington Avenue, Philadelphia, PA 19147. Work must commence within 10 calendar days of notice to proceed and complete within 90 calendar days thereafter, with work hours 7:30 AM to 3:00 PM Eastern Standard Time, Monday through Friday, excluding federal holidays. The contractor shall provide all personnel, equipment, tools, transportation, supervision, and services necessary to complete demolition and installation, including removal of existing tile, backer board, shower pans, and plumbing fixtures; installation of Proflo or equivalent fiberglass shower pans, cementitious backer board, liquid-applied waterproofing membrane, white subway tile, Moen or equivalent diverter valves with chrome trim, and handheld showerheads with hoses; site cleanup; leak testing; and one-year warranty on all labor and materials. The contractor must field-verify measurements, obtain Quality Assurance Evaluator approval for material submittals before purchase, and repair any contractor-caused damage at no additional cost. Isolation valves—at least one per bathroom head, totaling at least seven valves—must be added to the base bid. The Government will provide a staging area for a dumpster and equipment storage.

Performance and payment bonds are required within 10 calendar days after award. Davis-Bacon prevailing wage rates apply. Contractor personnel must comply with DHS security requirements, obtain visitor badges with 72-hour advance notice, and present Real ID or Passport for facility access. Buy American domestic content requirements apply (60% baseline, escalating to 65% for 2024-2028 and 75% for 2029 onward). Award will be made to the lowest priced, technically acceptable quotation, with technical proposals limited to five pages. Written questions must be submitted by noon on September 4, 2026. Site visits are strongly encouraged and must be arranged with Raymond Crowley at (215) 271-4843 with minimum two business days' advance notice.

Update #4 · Latest ·

9/15/2026: Question 1. - The existing building only has (1) valve to turn off the water in the mechanical room. Unfortunately, this will shut down the entire building. Would the USCG consider adding isolation valves to the base bid for the bathroom areas to limit the amount of time the building would be without water?

Answer - Yes, the government would like to have isolation valves added.

Question 2. - If it is considered, how many valves would be added? For all bidders to bid the same way.

Answer - At least 1 per head, that would be 7 total

Question 3. - As per 2.2.3 of the SOW: Install new “Proflo” or equivalent fiberglass shower pans. Shower wall assemblies shall be installed using cementitious backer board and a liquid-applied waterproofing membrane installed. Will the shower walls be tiling walls from the shower pan up, or install a new wall surround to match the new shower pan?

Answer - Install new wall surround to match the new shower pans.

Question 4. - Will the USCG provide us with a staging area for a dumpster and any equipment storage?

Answer - Yes, we have an area where they can park a dumpster, and we have a place for them to stage equiopment.

Question 5. - The existing ADA shower pan is leaking in the Men’s locker room. Is it part of this SOW to investigate and repair any damaged piping or can an allowance for repairs be added to the base bid?

Answer - Yes, it would be par of the SOW. FYI, if it's not leaking from a pipe, it was leaking from the shower pan drain. Bottom side of the drain fixture under the pan is still attached to the pipe so they would have to remove that and install a new drain fixture.

Question 6. - Above the ceiling in 2nd floor men’s locker room, there is a possible leak, please advise that this is NOT part of the base bid or will the responsibility of the general contractor?

Answer - No, this would not be part of the bid.

9/11/2026:   Question - At the walk thru it was stated that we are replacing the shower stall same as existing. That is a shower base and fiberglass fabricated walls. Patch in tile around shower as required. The scope of work I interpret as installing new base pan and installing subway ceramic tile on the shower walls from floor to ceiling. Please clarify what is to be provided.

Answer: We want the entire shower replaced including pan and wall. We understand some of the tiles will need to be replaced, so we ask to either replace with direct copy of what is already there or recommend an accent border.

Question - So, the walls and base will be fiberglass to match existing and patch ceramic around the stall. The base and walls are a prefabricated unit that comes in 3 or 4 pieces as a kit. Is that correct?  Answer - Yes

8/28/2026: Updates have been made to attachment documents for this solicitation to answer questions posed regarding bid bonds, evaluation criteria and other items. Please review ALL documents as the answers are incorporated into the SOW, Construction RFQ Clauses, and the SF-1442. Further questions should be posed via email to SKCS Sergio Cosby, the listed Contracting Officer's Representative.

The contractor shall provide all personnel, equipment, tools, transportation, supervision and
other items and services necessary to replace 15 showers in their entirety. All details are included in the SOW.
