About this opportunity
Department of the Army Materiel Command Mission and Installation Contracting Command Fort Eustis (MICC Fort Eustis) is preparing to solicit Blanket Purchase Agreements for advertising services to support Army University and Army War College job posting recruitment, with capability statements due May 27, 2026. No set-aside applies.
The vendor will publish AU/AWC federal job postings in academic media publications with established subscription bases among college and university faculty, student affairs professionals, and administrators, extending reach beyond USAJobs.com. The government provides job posting information and messaging; the vendor's role is limited to publishing announcements in their academic publication to leverage their existing subscriber base and reviewing postings before publication. The government explicitly does not contract for advertising campaign design, messaging development, or consulting services.
Vendors must submit a capability statement detailing how they propose to satisfy requirements, 2–3 examples of past performance, contact information, and Small Business status if applicable. Authorized ordering officer is Marianne Barrick (USAWC G4) with a per-call order limit of $2,500 and an annual limit of $10,000. Payment is via Government Purchase Card for call orders at or below the limit. Either party may discontinue the BPA with 30 days written notice. The Performance Work Statement is attached for detailed requirements.
Notice text
The AU and AWC personnel require multiple Blanket Purchase agreements by which the selected vendor(s) will provide advertising expertise services customarily provided to similar public and private organizations. These BPAs are needed to use a major academia media source to reach a wider variety of recipients to apply for positions within the AU/AWC. The vendor(s) will provide a full range of advertising products and services from development of an advertising package to span a wide range of advertising formats, for example, print media, the Internet, and direct contact in markets appropriate to the interest of graduate-level educators, researchers, and administrators. Interested vendors should submit a capability statement detailing how the contractor proposes to satisfy the needs of this requirement, 2-3 examples of past performance & contact details including Small Business status, if applicable.
Please see the attached Performance Work Statement for further details regarding what is needed.
