About this opportunity
The Army Contracting Command seeks armed security personnel to provide installation access control, roving patrols, electronic security system monitoring, vehicle inspections, and related protective functions at U.S. Army Garrison installations in Italy, with proposals due July 15, 2026, at 14:00 Central European Time. This is a women-owned small business (WOSB) set-aside, Indefinite Delivery/Indefinite Quantity (ID/IQ) contract, full and open competitive.
Place of performance spans two geographically separated locations approximately 300 kilometers apart: Vicenza Military Community (VMC) in northern Italy and Darby Military Community (DMC) in Livorno, with operations at five VMC installations (Caserma Ederle with multiple gates, Caserma Del Din, Villaggio Housing Area, Caserma Matteo Miotto, and warehouses at Torri and Lerino), two DMC locations (Camp Darby and Camp Leghorn), and the Pisa Ammunition Storage Area. Contract performance is continuous, 0001–2400 hours, seven days weekly, except recognized U.S. and Italian holidays.
All armed personnel must be Italian or EU citizens qualified as "Guardia Particolare Giurata" (GPG) under Italian law with valid weapon permits. Contractor must achieve full operational capability—including recruiting, hiring, weapons licensing, drug screening (pre-employment and 10 percent random monthly), medical and psychological clearance, language proficiency verification, and training—within a 90-day phase-in period following award. Training requirements include anti-terrorism, OPSEC, cyber awareness, use of force, weapons qualification, first aid/CPR, and quarterly refresher training. Contractor furnishes all personnel, vehicles with ELMR-compatible radios, weapons, ammunition, uniforms, protective vests, and training materials; Government provides workspace, utilities, IACS equipment, radios, and certain materials.
The base ordering period is five years (September 16, 2026 – September 15, 2031), with an option for two additional years. Contract value ranges from a minimum of EUR 700,000 to a maximum of EUR 91,000,000. Firm fixed-price pricing applies to Years 1–5; prospective price redetermination under FAR 52.216-5 applies to optional Years 6–7. Pricing must forecast mandatory Italian labor law wage escalations (CCNL Vigilanza Privata) independently; the Government will not adjust rates for these escalations. Surge services (estimated at 30 days annually) are ordered on an as-needed basis via task orders subject to fund availability.
Italian-specific compliance requirements include Ministerial Decree 269/2010 compliance, Licenza prefettizia (private security authorization), Chamber of Commerce registration, DURC (regular contribution status certificate), anti-mafia self-certification, and ISO 9001:2015, ISO 45001:2018, and UNI 10891:2022 certifications. Key personnel—Program Manager, Area Manager, and Quality Manager—must commit for a minimum of one year; resumes and Letters of Commitment are required only for these three positions, not for Shift Supervisors.
Proposals are structured in four volumes: Program Management (20 pages maximum), Price (no page limit), Experience (12 pages maximum for up to three contract references), and Mandatory Documentation. Evaluation weighs Program Management (three equally weighted subfactors: Organizational Structure, Phase-In Plan, and Continuity of Operations), Price, and Experience, with non-price factors combined equal in importance to Price and Program Management weighted more heavily than Experience. Award is made to the responsible offeror providing best overall value. NAICS is 561612 (Security Guards and Patrol Services); PSC is S206 (Housekeeping–Guard).
The solicitation has been amended three times since posting on May 20, 2026. Amendment 0001 (June 12) extended the proposal deadline to July 8 and issued the updated Performance Work Statement (PWS dated June 7, 2026), Q&A Register, and revised Price Workbook (Amendment 0001). Amendment 0002 (June 18) corrected Price Workbook calculation formula errors on the Totals worksheet and added Government response to a minimum vehicle quantities inquiry; offerors must use Price Workbook Amendment 0002 for final submission or face non-compliance rejection. Amendment 0003 (July 1) provided Attachment 9—Incumbent Personnel Roster (Anonymized) with current personnel data (CCNL classification, salary, seniority) to assist offerors in aligning pricing with host-nation social clause (clausola sociale / CCNL cambio appalto) labor law requirements, and extended the deadline to July 15. Amendment issued July 13 clarified that formatting instructions in the Addendum to 52.212-1 apply only to narrative portions of Volume I (Program Management) and Volume III (Experience); Volumes II (Price) and IV (Mandatory Documentation) have no prescribed formatting rules beyond those specified for their particular templates or forms. Offerors must acknowledge receipt of all amendments with their proposal submissions.
