About this file

This is a Questions and Answers Register documenting formal Government responses to industry inquiries regarding Solicitation W912PF-26-R-A001 for USAG Italy Security Guards. The register addresses 22 questions spanning clarifications on contract structure, pricing methodology, Performance Work Statement (PWS) requirements, and operational specifications.

Key clarifications include: the solicitation is a competitive, full-and-open, single-award Indefinite Delivery/Indefinite Quantity (ID/IQ) contract; firm-fixed unit prices for the initial five-year period will not be adjusted for mandatory Italian labor law wage escalations (CCNL Vigilanza Privata), with offerors required to forecast these costs independently; prospective price redetermination for optional Years 6-7 will follow FAR 52.216-5 procedures already incorporated in the solicitation; the 90-day Phase-In/Mobilization period is separately compensated under CLIN 0001 AG with Year 1 prorated to nine months of full performance; Government-Furnished Property is limited to items specified in PWS paragraphs 3.5-3.11 only (Appendix 4 remains reserved); contractor must provide, license, and maintain off-installation weapons storage and secure transport per Italian Questura regulations; ballistic protective vests are contractor-furnished; resumes and Letters of Commitment are required only for Program Manager, Area Manager, and Quality Manager (not Shift Supervisors) at proposal submission; and 30-day surge quantities are annual estimates and not guaranteed, with surge services ordered on an as-needed basis via Task Orders subject to fund availability. The register also documents corrections to the PWS regarding phase-in timing language (A+90), appendix references for workload data, and alignment of guard hour requirements and day-count figures between the PWS and Price Workbook.

Sheet1 Questions and Answers, W912PF-26-R-A001 USAG Italy Security Guards RFP

#RFP DocumentPage NumberSection/ Paragraph/ TableQuestion and/or CommentGovernment Answer
1Solicitation31Section L.1.2L.1.2 states this is a "single-source ID/IQ solicitation" yet also a "full-and-open competitive action." These terms are contradictory. Will the Government confirm this is a full-and-open, single-award ID/IQ acquisition (i.e., "single-award"), not a sole-source/single-source action? The Government confirms this is a competitive, full-and-open solicitation resulting in a single-award ID/IQ contract to a single-source (i.e. one contract award to one contractor). The term "single-source" is consisent with FAR RFO Part 16.504.
2Solicitation35Section L.3.2.2L.3.2.2 states unit prices "are firm-fixed prices and will not be subject to adjustment during the first five-years of performance ... nor will fluctuations in market conditions justify price adjustments." Italian security guards are covered by the mandatory CCNL Vigilanza Privata, which imposes legally binding minimum-wage increases during any 5-year period. Holding rates firm for five years conflicts with host-nation labor law. How does the Government intend to reconcile a 5-year firm-fixed price with mandatory CCNL wage escalation? The Government does not intend to adjust firm-fixed unit prices during the initial five-year performance period to account for host-nation wage escalations. While contractors are required to comply with all applicable Italian labor laws, including the CCNL Vigilanza Privata, the U.S. Government is not a party to, nor legally obligated to modify contract terms based solely on, foreign labor agreements.

Offerors are expected to independently forecast labor costs—including any mandatory host-nation wage increases over the initial five-year period—and incorporate this risk into their proposed firm-fixed prices. In accordance with FAR 52.216-5 (Price Redetermination—Prospective), the Government and the contractor may negotiate and redetermine prices for subsequent periods of performance prior to the exercise of any options following the initial five-year period.

3Solicitation35-36Section L.3.2.2 / L.1.1L.1.1 anticipates a "Fixed-Price with Prospective Price Redetermination" structure under FAR 52.216-5, and L.3.2.2 (p.36) states Ordering Years 6 and 7 "are subject to prospective price redetermination IAW 52.216-5." Will the Government publish the redetermination procedure, the proposed ceiling, and the timing/data requirements so offerors can price Years 6–7 consistently? Add the FAR 52.216-5 redetermination methodology and submission schedule to Section L or as an attachment.Price redetermination for the optional two-year ordering period (Years 6 and 7) will be conducted strictly in accordance with FAR Clause 52.216-5 (Price Redetermination-Prospective (Deviation 2026-O0038)), which is already incorporated in full text in the solicitation on Pages 14–18 of solicitation.
4Price Workbook / PWS5Price Workbook CLIN 0001 AG; PWS 1.11 & 1.12.6PWS 1.11 requires a 90-day Phase-In, but PWS 1.12.6 states the contractor shall be "Prepared to begin services" at A+30. The Price Workbook also contains a separate "Mobilization (Three Months)" CLIN 0001 AG and Year 1 uses prorated days (195/273). Please clarify: (a) is the Phase-In 30 or 90 days; (b) is the 90-day Phase-In separately compensated under CLIN 0001 AG; and (c) does Ordering Year 1 reflect only nine (9) months of full performance?phase in: (a) The Phase-In period is 90 days (A+0 to A+90). PWS paragraph 1.12.6 contains a typographical error and is corrected via amendment 1 to state: "A+90 – Prepared to begin services." (b) Yes, the 90-day Phase-In/Mobilization is separately compensated under CLIN 0001 AG. (c) Yes, Ordering Year 1 rates are prorated to reflect 9 months of full performance (273 days). Attachment 2_Price-Workbook CLIN 0001 AG updated to reflect.
5PWS (Attachment 1)44 & 52PWS 5.17 vs. 7.3 / 7.6PWS 5.17 directs offerors to the "estimated workload data outlined in Appendix 5," but the Appendix Listing (Part 7) identifies Appendix 3 as "Estimated Workload Data" and Appendix 5 as "Language Fluency Clarification" (PWS 5.18, 5.21, 5.21.2 and 5.23.2 also cite Appendix 3).Appendix 3 is the governing Workload Data. PWS 5.17 will be corrected via amendment to reference Appendix 3.
6PWS (Attachment 1)28-29, 12, 65PWS 3.4, 1.23.1, Appendix 4PWS 3.4 states GFP/equipment is listed in "Appendix 4," PWS 1.23.1 states "Appendix 5 contains a list of what the Government is providing," yet Appendix 4 (GFP) is marked "RESERVED" and Appendix 5 is Language Fluency. The actual list of Government-Furnished Property is therefore not provided. Will the Government publish the GFP list so offerors can accurately price contractor-furnished items? The U.S. Government will provide to the Contractor, for use in the performance of this contract only, the following property/equipment listed in paragraphs 3.5 - 3.11 of the PWS. This is the only GFP/equipment provided. Appendix 4 will remain reserved and paragraph 3.4 will be corrected to state the correct PWS references via amendment 1 of the solicitaiton

Which figure governs for pricing? The Price Workbook (Attachment 2) value of 16 hours/day for the "SURGE RAIL / Stationary Guard" line item shall govern for pricing purposes. Appendix 3 of the PWS will be updated via amendment 1 to align with the Price Workbook.
8PWS (Attachment 1) vs. Price Workbook62Appendix 3 PASA Search Lane & Roving/Escort vs. Price Workbook CLIN 0001 AEFor PASA, PWS Appendix 3 shows the Search Lane and "Roving Patrol / Vehicle (Escort)" at 260 days, while the Price Workbook (CLIN 0001 AE) shows the same positions at 270 days. Which day-count governs? The Price Workbook (Attachment 2) value of 260 days for the PASA "Search Lane" and "Roving Patrol / Vehicle (Escort)" line items shall govern for pricing purposes. Appendix 3 of the PWS and Price Workbook will be updated via amendment 1 to show the correct value.
9PWS (Attachment 1) / Price Workbook62Appendix 3 Surge ELINs & PWS 5.21.2 / L.1.7The surge lines (Electronic Security System Response, Rail/Port Stationary and Roving) are shown at an estimated 30 days. Please clarify how surge is ordered and funded: is the 30-day quantity an annual estimate; is any surge quantity guaranteed; and given L.1.7 ("Funds are not presently available"), how/when will surge task orders be funded? The 30-day surge quantities listed in Appendix 3 and the Price Workbook are annual estimates for evaluation purposes and are not guaranteed. Surge services will be ordered on an as-needed basis via Task Orders. In accordance with L.1.7, no Task Orders will be issued until appropriated funds are made available.
10PWS (Attachment 1) / Price Workbook23Definition of "Post" & "Fully Burdened Hourly Rate"The Price Workbook lists "Security Guards Needed = 1" against posts requiring up to 24 hours/day, 365 days/year. Please confirm that "1" denotes one position continuously manned (one post), and that offerors are to build all relief/coverage, leave, and CCNL non-productive-time factors into the Fully Burdened Hourly Rate (i.e., relief headcount is not priced as additional line items).Yes. "Security Guards Needed = 1" denotes one (1) simultaneous, continuously manned post/position during the specified operational hours.
11PWS (Attachment 1)33PWS 4.3.2 & 4.3.3PWS 4.3.2/4.3.3 require the contractor to furnish handguns and ammunition under Italian Questura licensing. Will the Government provide any on-installation licensed armory/storage for contractor weapons and ammunition (GFP), or must the contractor provide and license all off-installation armory and transport? Please also confirm the required round count per magazine if any beyond "two fully loaded magazines."On-installation armory or weapons storage will not be provided by the U.S. Government. The Contractor is solely responsible for providing, licensing, and maintaining secure off-installation weapons/ammunition storage and transport in strict compliance with Italian Questura and TULPS regulations. Ammunition requirements are "two (2) fully loaded magazines" per guard; the exact round count depends on the standard capacity of the approved handgun model used. IAW PWS para 4.3.3
