About this file
This file is a Cross-Reference Matrix template that requires offerors to demonstrate how their proposals address three primary evaluation subfactors for the USAG Italy Security Guards contract (W912PF26RA001).
Subfactor 1 - Organizational Structure requires offerors to describe their organizational setup for split-location operations across the Vicenza Military Community (VMC) and Darby Military Community (DMC), approximately 300 kilometers apart. Proposals must detail location-specific organizational structures, reporting relationships, command and control mechanisms, and communication channels. For subcontractor and joint venture management, offerors must identify integration approaches, work share percentages (with major subcontractors defined as those performing 10% or more of work), lines of authority, performance monitoring processes, and alignment with PWS requirements. Additionally, offerors must describe corporate oversight and task order management processes, including quality control integration, and provide signed legally binding teaming documentation for all major subcontractors and teaming partners.
Subfactor 2 - Phase-In Plan and Subfactor 3 - Continuity of Operations address transition and long-term operational sustainability. The 90-day Phase-In Plan must cover recruiting and hiring, weapon licensing, pre-employment drug screening, medical requirements, language proficiency, training compliance, and delivery of required deliverables, including risk identification and mitigation strategies. The Continuity of Operations plan must demonstrate recruitment and retention strategies for qualified security personnel, business practices and personnel sourcing methods for uninterrupted coverage (including 9-13 hour shifts and absence coverage), surge and flex capability to meet operational demand changes while accounting for Italian labor market constraints and host nation employment laws, and strike mitigation strategies to ensure operational continuity during labor disruptions.
