About this file
This is a Solicitation/Contract/Order for Commercial Products and Commercial Services (Standard Form 1449) issued by the U.S. Army for armed security guard services at U.S. Army Garrison (USAG) Italy.
The solicitation (W912PF26RA001) is a full-and-open competitive, women-owned small business (WOSB) set-aside for an Indefinite Delivery/Indefinite Quantity (ID/IQ) contract with a firm fixed-price structure subject to prospective price redetermination. The contract will provide armed security guard services including installation access control, roving security patrols, electronic security systems (CCTV) monitoring, entry control points, pass and badge control, vehicle inspections, and static security at two geographically separated locations: Vicenza Military Community (VMC) and Darby Military Community (DMC), approximately 300 kilometers apart. The base ordering period is five years (September 16, 2026 – September 15, 2031), with an option for two additional years (September 16, 2031 – September 15, 2033). The contract value ranges from a minimum of €700,000 to a maximum of €91,000,000. The offer due date is June 22, 2026, at 09:00 AM Central European Time. Proposals must be submitted in four volumes: Program Management (20 pages maximum), Price (no page limit), Experience (12 pages maximum for up to three contract references), and Mandatory Documentation. Evaluation will be based on three factors: Program Management (three subfactors of equal importance: Organizational Structure, Phase-In Plan, and Continuity of Operations), Price, and Experience. The non-price factors combined are equal in importance to Price, with Program Management weighted more heavily than Experience. Award will be made to the responsible offeror providing the best overall value. The Government will conduct inspection and acceptance of services in accordance with a Quality Assurance Surveillance Plan (QASP) at USAG Italy (DoDAAC W582RR). Italian-specific requirements include compliance with Ministerial Decree 269/2010, possession of a Licenza prefettizia (private security authorization), Chamber of Commerce registration, DURC (regular contribution status certificate), anti-mafia self-certification, ISO 9001:2015, ISO 45001:2018, and UNI 10891:2022 certifications. Key personnel include a Program Manager (Chief of Guards), Area Manager (Operations/Training Officer), and Quality Manager, each required to commit for a minimum of one year. The contractor must achieve full operational capability, including recruiting, hiring, weapons licensing, drug screening, medical clearance, language proficiency verification, and training completion, within 90 days of award.
