About this opportunity
The United States Air Force Academy (USAFA) is seeking manufacturers to produce distinctive uniforms for its cadets, including service jackets, trousers, overcoats, and service skirts. The Department of the Air Force Headquarters Air Force Academy is conducting this pre-solicitation to identify potential contractors capable of manufacturing these specialized garments using government-furnished material (GFM) in USAFA blue shade 540. Manufacturers must comply with detailed USAFA specifications that outline precise technical requirements for materials, construction, sizing, and quality control standards. Interested vendors are required to submit a 5-page capabilities package by March 14, 2025, demonstrating their manufacturing capabilities, domestic production compliance, and ability to meet Berry Amendment requirements. The evaluation will focus on vendors' technical expertise, manufacturing capacity, quality control processes, and ability to deliver uniforms that meet the strict USAFA specifications.
The procurement is not set aside for any specific small business category, though it encourages participation from 8(a), HUBZone, Women-owned, and Service Disabled Veteran-owned businesses under NAICS code 315210 (Cut and Sew Apparel Contractors). While specific award values are not disclosed, the contract requires annual delivery of uniforms by April 30th, with multiple sizes ranging from 0 to 56 for both men's and women's garments. The uniforms include service jackets, trousers/slacks, overcoats, and service skirts, all manufactured from a 10-ounce wool/polyester blend fabric with precise construction specifications. No individual fitting requirements are needed, as multiple sizes are maintained in stock. The government is exploring potential economic price adjustment mechanisms for future contract options, suggesting the possibility of a multi-year procurement arrangement.

The United States Air Force Academy (USAFA) issues new cadets clothing and uniform items as part of their in-processing. The Cadet Distinctive Uniform is part of the initial clothing issue. The uniforms are kept on stock and replaced when needed with fill-in orders. The outer shell of the fabric is Government Furnished Material (GFM). These uniforms must be made in accordance with USAFA Specifications. Delivery must be made by the 30th of April each year. No fitting requirements are needed because multiples sizes are kept on hand.
