About this opportunity

The U.S. Army Corps of Engineers, Humphreys Engineer Center Support Activity, seeks to establish a Blanket Purchase Agreement (BPA) pool for historical support services to its History Office (CEHO), with proposals due September 23, 2026 at 5:00 PM EST and questions due September 14 at 5:00 PM EST. This is a Total Small Business set-aside. As of September 20, the proposal deadline was extended from September 21 to September 23; responses to clarification questions have been posted in "CEHO BPA - Response to KTR Questions v8" and earlier Q&A documents.

Performance occurs primarily at the contractor's facility, with some work at CEHO in Alexandria, Virginia, and at the U.S. Army Engineer School at Fort Leonard Wood, Missouri. Travel within the Washington, DC metropolitan area (District of Columbia, Maryland, and Virginia) is non-reimbursable; travel outside that region is reimbursable under Joint Travel Regulations. The estimated total BPA pool capacity is $7.5 million across all awarded contractors, with individual BPA calls not exceeding $350,000 and a minimum call order of $2,500. The BPA term runs five years through September 17, 2031. NAICS code 541720 applies (Research and Development in Social Sciences and Humanities; size standard $28 million).

Services include primary and secondary research, writing and editing historical products, graphic design and publication support, archival processing and digitization, curatorial and museum support, oral history interviews, library cataloging and metadata services, exhibit design and installation, and archaeological research. Offerors need not propose capability across all 21 labor categories in Appendix A; they may propose only those categories they intend to support. Secret clearances are required for the Digital Archivist position only; all other personnel require Tier 1 favorable adjudications and Common Access Cards. Evaluation is based on Technical Approach (technical resources and key personnel qualifications) and Past Performance (prior three years, minimum two examples required). Pricing is not provided at the Master BPA stage and will be negotiated during individual BPA calls. Multiple BPAs will be awarded to all small businesses demonstrating full capability and solid past performance. Contractors must submit resumes for proposed key personnel and relevant work samples with the initial proposal.
