About this file

This file is a Q&A document providing clarification on proposal requirements for the CEHO Historical Support Services Master Blanket Purchase Agreement (BPA) solicitation (W912HQ26QA023). The U.S. Army Corps of Engineers History Office (CEHO), located in Alexandria, Virginia, is seeking to establish a pool of BPA holders to provide historical services including research, writing, document preservation, cataloging, artifact curation, and oral history program support to CEHO staff, USACE organizations, and the U.S. Army Engineer School at Fort Leonard Wood, Missouri. Proposals must be submitted by 12:00 PM EST on Monday, September 21, 2026, with all clarification questions due by 5:00 PM EST on Monday, September 14, 2026.

Key proposal requirements clarified in this document include: resumes of representative key personnel must be submitted with the Master BPA proposal for evaluation; writing samples, finding aids, digitization descriptions, and exhibit samples identified in Appendix A are required with the initial proposal and should represent anticipated work; there is no page limit for the Technical Approach, Past Performance volumes, resumes, or sample materials; relevant experience from proposed personnel's prior positions is acceptable for past performance evaluation if context is explained, with performance limited to the past three years; and qualified subcontractors or specialist resources may be used for specialized labor categories, provided that Small Business offerors perform at least 50% of necessary labor.

Answers to CEHO BPA questions -

1. Are offerors required to identify named key personnel and submit resumes with the Master BPA proposal, or will personnel be proposed at the individual BPA Call level?

0. We’re collecting resume information at this stage – that will be part of our final evaluation. Please provide resumes that are representative of personnel who will be provided for anticipated calls.

1. Are the writing samples, finding aids, digitization descriptions, exhibit samples, and other materials identified in Appendix A required with the Master BPA proposal, or only when responding to a BPA Call requiring the applicable labor category? Again, provide a representative mix of documents for anticipated calls.

1. Yes, we’d like to see those now.

1. Please confirm whether there is a page limit for the Technical Approach and Past Performance volumes and whether resumes and other required samples count toward that limit.

2. No page limit for approach, performance, resumes, etc.

1. For Past Performance, will relevant experience performed by an offeror's proposed personnel in prior positions be considered, or is the evaluation limited to contracts performed by the offeror?

3. “Prior positions” are fine but explain the context of how/where duties were performed. Performance needs to be within past 3 years.

1. May BPA holders use qualified subcontractors or specialist resources for specialized labor categories when required by an individual BPA Call?

4. Yes, but you as a Small Business (SB), must perform at least 50% of the necessary labor.
