About this file

This file is a response document addressing questions submitted by prospective contractors regarding the USACE History Office (CEHO) Historical Support Services BPA solicitation.

The document responds to clarification questions (KTR) submitted by potential bidders prior to the September 14, 2026 question deadline for solicitation W912HQ26QA023. As a questions and answers document, it does not specify required products or services, pricing terms, or award details, but rather provides the government's clarifications and interpretations of requirements outlined in the primary solicitation documents. Contractors should reference this response document in conjunction with the solicitation, Performance Work Statement, and other attachments to ensure full understanding of CEHO's historical services requirements, which include research, writing, historical product development, document and artifact preservation, cataloging, and oral history program support for the Corps of Engineers headquarters in Alexandria, Virginia and affiliated organizations including the U.S. Army Engineer School at Fort Leonard Wood, Missouri.

Q: Are offerors required to identify named key personnel and submit resumes with the Master BPA proposal, or will personnel be proposed at the individual BPA Call level?

A: We’re collecting resume information at this stage – that will be part of our final evaluation. Please provide resumes that are representative of personnel who will be provided for anticipated calls

Q: Are the writing samples, finding aids, digitization descriptions, exhibit samples, and other materials identified in Appendix A required with the Master BPA proposal, or only when responding to a BPA Call requiring the applicable labor category? Again, provide a representative mix of documents for anticipated calls.

A: Yes, we’d like to see those now.

Q: Please confirm whether there is a page limit for the Technical Approach and Past Performance volumes and whether resumes and other required samples count toward that limit.

A: No page limit for approach, performance, resumes, etc.

Q: For Past Performance, will relevant experience performed by an offeror's proposed personnel in prior positions be considered, or is the evaluation limited to contracts performed by the offeror?

A: “Prior positions” are fine but explain the context of how/where duties were performed. Performance needs to be within past 3 years.

Q: May BPA holders use qualified subcontractors or specialist resources for specialized labor categories when required by an individual BPA Call?

A: Yes, but you as a Small Business (SB), must perform at least 50% of the necessary labor.

Q: Can we submit relevant PPQs for projects completed in the past three years that were prepared and delivered by client agencies for other solicitations?

A: It must provide all the info that is part of the USACE PPQ form.

Q: Is there any incumbent/recompete or this is a brand-new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the past.

A: Search SAM.gov for award notice(s) for the previous award(s) for this requirement (“USACE Historical Support Services”).
