About this file

This is a Questions and Answers document providing clarifications on the SF 1449 form and solicitation procedures for the CEHO BPA (Blanket Purchase Agreement) opportunity. Three key clarifications address SF 1449 completion requirements: pricing sections (12, 23, and 24) should be marked N/A since pricing will be provided in response to specific BPA calls rather than in the initial solicitation response; Block 14 should identify this as an RFP rather than an RFQ; and the authorized corporate signatory executing the digital signature in Block 30 must possess appropriate signing authority with no specified minimum dollar threshold mentioned. These responses indicate that respondents are being asked to demonstrate capability to perform historical services across multiple potential task orders under a master BPA structure, with actual pricing to be negotiated at the task order level rather than during the initial qualification phase.

Q: Three quick questions about the SF 1449 form at the beginning of the Solicitation PDF:

1. The form requests that we fill out Sections 12, 17, 23, 24, and 30. Sections 12, 23, and 24 seem to be about pricing, which would be given in response to particular BPA Calls, but how would will fill these sections out for this Solicitation?

A: We do not need pricing sections (12, 23, 24), so those can be marked N/A.

2. Should this be an RFP rather than an RFQ in Block 14?

A: Regarding Block 14, yes, this is actually an RFP (vice RFQ).

3. Does the representative providing the digital signature in Block 30 need to have any minimum dollar level of signing authority?

A: The signature on block 30 needs to be by an authorized corporate signatory.
