About this file

This is a clarification document addressing frequently asked questions regarding a Small Business set-aside Blanket Purchase Agreement (BPA) for the U.S. Army Corps of Engineers (USACE) Center of History Office (CEHO). The document confirms key eligibility and proposal requirements for offerors competing for this Master BPA opportunity.

Offerors are permitted to submit proposals for only those labor categories listed in Appendix A for which they intend to compete on future BPA calls, rather than being required to demonstrate qualified personnel and capabilities across all available labor categories. Additionally, for work specified in PWS 3.2.12 involving web page and website development compatible with the History Office's sites, offerors may propose their own labor category if web development is not already listed in Appendix A. The underlying solicitation (W912HQ26QA023) seeks to establish a pool of BPA holders capable of providing historical support services to CEHO, located in Alexandria, Virginia, supporting USACE organizations and the history and museum staff at the U.S. Army Engineer School at Fort Leonard Wood, Missouri. Proposal submission deadline is 12:00 PM EST on Monday, 21 September 2026, with requests for clarification due by 5:00 PM EST on Monday, 14 September 2026.

CEHO BPA – labor categories

May an offeror submit a proposal focused on only those Appendix A labor categories for which it intends to compete for future BPA Calls, or must an offeror demonstrate qualified personnel and capabilities across all Appendix A labor categories to be eligible for award of the Master BPA?

An Offeror may submit for only those labor categories for which it intends to compete for future BPA calls.

PWS 3.2.12 covers developing web pages and websites compatible with the History Office's sites. Appendix A does not list a web development labor category. Which labor category should perform that work, or may an offeror propose one?
