About this opportunity
The General Services Administration is preparing to procure a 10-year lease of office and wareyard space in Lawrence, Kansas for the USDA, with proposals due November 20, 2026. Space requirements range from 4,015 to 4,216 rentable square feet of office plus 120 to 200 square feet of wareyard, all contiguous and on the first floor, with 15 parking spaces (5 reserved and fenced). Estimated occupancy is May 1, 2028.
Place of performance is Lawrence, Kansas within city limits. The lease structure includes a 5-year firm term with one optional 5-year renewal period and Government termination rights after the firm term with 90 days' notice. The space must meet federal fire safety, accessibility, seismic, and sustainability standards and cannot be located in a 1-percent-annual-chance floodplain. A fully serviced lease is required with ENERGY STAR certification or statutory exception documentation mandatory. The tenant improvement allowance is $57.19 per ABOA square foot.
Agency-specific requirements include accommodation of 11 USDA personnel (3 FSA, 5 NRCS, 3 FPAC) with designated spaces for two private offices, 11-workstation open office area, conference room, break room, reception, mail/copy area, ADP room with dedicated electrical infrastructure per USDA guidelines, mudroom with shower, and approximately 200 square feet of exterior storage with 10-foot by 10-foot overhead door for UTV/ATV equipment. Physical security requirements for Facility Security Level I include a hardened customer service counter, entrance chime, monitored duress/panic buttons, intrusion detection, emergency lockdown capability, perimeter lighting (5 foot-candles at entrances, 3 at walkways, 1 in parking), slab-to-slab walls or steel mesh above suspended ceilings, and fenced reserved parking. Building systems cannot connect to federal IT networks; cybersecurity protections must align with NIST and DHS guidance. All security improvements are operating expenses. USDA facility signage standards and Section 889 telecommunications prohibitions apply. Award will be to the responsible offeror with the lowest-priced technically acceptable offer using present value price evaluation. Cushman & Wakefield serves as GSA's broker; dual agency disclosure documentation is required. NAICS code is 531120 (Exception); no small business set-asides apply.
