About this opportunity

The Department of Agriculture Forest Service seeks janitorial services for five buildings at its International Institute of Tropical Forestry complex in San Juan, Puerto Rico, with quotations due August 6, 2026. This is an Economically Disadvantaged Woman-Owned Small Business set-aside; only EDWOSB firms may quote.

Place of performance is the IITF Headquarters Complex at Botanical Gardens South, 1201 Calle Ceiba, San Juan, Puerto Rico. The procurement covers the Headquarters, Library, Conference Center, Remote Sensing (GIS) building, and multi-purpose building. Work is performed Monday through Friday, 7:30 AM to 3:00 PM Atlantic Time, excluding federal holidays.

The base period runs August 16, 2026, through August 15, 2027, plus four optional one-year renewal periods through August 15, 2031. Services include comprehensive janitorial care—space cleaning, waste removal, floor care (sweeping, mopping, spray cleaning and buffing), restroom services with supply replenishment, high and low dusting, light fixture and interior glass cleaning, grounds policing, and disinfecting of high-touch surfaces. The contractor furnishes all supplies, equipment, and materials, maintaining a minimum two-week inventory and using EPA-registered disinfectants and biobased cleaning products to the maximum extent practical. All contractor personnel require Tier 1 background investigations complying with HSPD-12, including fingerprinting and online training. A Project Manager must be onsite daily.

Performance standards require 95% acceptability for most services and 100% compliance for security and background investigation requirements. NAICS code is 561720 (Janitorial Services) with a small business size standard of $22 million. Award will be a Firm Fixed Price Purchase Order. Evaluation criteria are Technical Capability (Service Work Plan, Quality Control Program, Equipment/Materials List, and Use of Biobased Products), Past Performance (within three years), and Price (primary factor). Service Contract Act wage rates apply. Quotations must be submitted electronically to Paula Winningham (paula.winningham@usda.gov), with offers remaining firm through September 25, 2026.
