About this opportunity

The United States Coast Guard is seeking a small business contractor to perform asbestos abatement services at the Unaccompanied Personnel Housing (UPH) East Wing located in Portsmouth, VA. The project involves removing approximately 640 square feet of asbestos-containing materials (ACM), including carpet, floor tile, and mastic from specific rooms (E121 and E122), with strict adherence to OSHA and EPA regulations. Contractors must submit a detailed abatement plan for approval, conduct air monitoring, and ensure proper disposal of hazardous materials. Pre-site visit is strongly recommended and must be coordinated with DC1 Rene Pena, with all visitors required to complete background checks unless they possess specific military identification. The evaluation criteria will likely include technical capability, past performance, pricing, and compliance with safety and environmental protocols, with proposals due by May 22, 2025.

The contract is designated as a Total Small Business set-aside under the Remediation Services NAICS category (562910), with performance located at 4000 Coast Guard Blvd in Portsmouth, VA 23703. The project timeline is compact, requiring completion within 4 days of the Notice to Proceed, and will involve laboratory clearance testing to ensure all asbestos removal meets specified standards. While specific award value is not disclosed, the relatively contained scope suggests a moderate-budget project focused on precise environmental remediation. Contractors must possess appropriate certifications for asbestos abatement and comply with federal wage determination standards as outlined in the attached wage documentation. The solicitation (Number 31040Q250000112) represents a targeted infrastructure maintenance effort to address potential environmental and health risks within a military facility.
