Scope of Work for
UPH Asbestos Abatement April 2025

1.0 Project Description:
This Scope of Work (SOW) outlines the requirements for the abatement of asbestos-containing materials (ACM) within an area of approximately 640 square feet located at 4000 Coast Guard Blvd Portsmouth VA, 23703. The specific location and type of ACM are detailed below. All work must be performed in accordance with all applicable federal, state, and local regulations, including but not limited to the Occupational Safety and Health Administration (OSHA) Asbestos Standard (29 CFR 1926.1101) and the Environmental Protection Agency (EPA) National Emission Standards for Hazardous Air Pollutants (NESHAP) regulations (40 CFR Part 61, Subpart M).
2.0 Scope of Work:
The abatement contractor shall be responsible for the complete abatement of the following ACM:
· Material: Carpet, 9x9 floor tile and mastic
· Location: Inside the Base Portsmouth Unaccompanied Personnel Housing (UPH) East Wing, Rooms E121 and E122
· Quantity: Estimated 640 sq. ft. of floor tile and mastic
· Condition: friable, damaged, tacky,
3.0 Site Visit:
All bidders are strongly encouraged to visit the site to field verify any/all quantities before submitting bids. Interested parties shall plan for a site visit with DC1 René Peña (520)954-9538 Rene.m.pena@uscg.mil . All site visits are to be prearranged in advance. All visitors must complete visitor access request form for background check as per military security policy. Visitors with Military ID, Rapid Gate Twic etc will not be required to complete the access form.
4.0 DESIGNATED CONTRACTING OFFICER’S QA EVALUATOR (QAE) REPRESENTATIVE: The designated contracting officer’s QAE representative and Point of Contact for this project DC1 René Peña (520)954-9538, Rene.m.pena@uscg.mil . Inquiries concerning any phase of the specification before or after award shall be made to DC1 René Peña.
5.0 Abatement Procedures:
The abatement contractor shall perform the following tasks:
· Pre-Abatement Activities:
· Develop and submit an abatement plan for review and approval by the Contracting Officer Representative (COR): DC1 René Peña 520-954-9538
· Obtain all necessary permits and notifications.
· Establish a regulated work area, including proper containment barriers, warning signs, and decontamination units.
· Conduct air monitoring as required by regulations.
· Abatement Activities:
· Employ work practices consistent with OSHA and EPA regulations for the specific type of ACM being abated (e.g., wet methods, HEPA vacuuming).
· Carefully remove and package all ACM in accordance with regulations.
· Thoroughly clean the work area using HEPA-filtered vacuums and wet wiping.
· Post-Abatement Activities:
· Conduct final lab analysis to ensure clearance levels are met.
· Dispose of all asbestos waste at a permitted disposal facility.
· Demobilize the work area and restore it to its pre-abatement condition.
· Submit all required documentation, including waste manifests and analysis results.
6.0 Contractor Responsibilities:
The abatement contractor shall be responsible for:
· Providing all necessary labor, equipment, materials, and supplies to complete the abatement project.
· Maintaining all required insurance coverage, including worker's compensation and liability insurance.
· Ensuring that all personnel involved in the abatement are properly trained and certified.
· Complying with all applicable safety regulations and procedures.
7.0 CONDITIONS AFFECTING THE WORK: The Offeror should visit the site and take such other steps as may be reasonably necessary to ascertain the nature and location of the work, the general and local conditions which can affect the cost of the work thereof. Failure to do so will not relieve bidders from responsibility for estimating properly the difficulty or cost of successfully performing the work. The government will assume no responsibility for any understanding or misrepresentations concerning conditions made by any of its officers or agents prior to the execution of the contract, unless included in the request for quotes, the specification or related documents.
7.1 All contractors that require Base access will have to be pre-vetted for entry prior to commencement of work. All work that exceeds a completion time greater than 10 days, may be subject presenting RapidGate as a method of Base entry.
8.0 AFTER AWARD OF THE CONTRACT: The contractor must immediately notify the contracting officer’s QAE representative of his intended start date. The work shall be done in accordance with the specification.
9.0 Project Schedule:
The abatement project shall be completed within 04 days of the Notice to Proceed. A detailed project schedule shall be submitted by the contractor for review and approval. Project completion will be determined via final inspection by COR (René Peña)
10.0 Payment Terms:
Payment shall be made upon completion of the project and submission of all required documentation.
11.0 ORAL MODIFICATION: No oral statement of any person other than the contracting officer shall in any manner or degree, modify or otherwise affect the terms of this contract.
12.0 Health and Safety:
The abatement contractor is solely responsible for the health and safety of their workers and for ensuring that all work is performed in a safe manner. All contractors working on CG Base Portsmouth shall abide by all federal safety regulations as published by the Occupational Health and Safety Administration, 29 CFR 1910 (series) and 29 CFR 1926 (series). Contractor written safety programs shall be reviewed by the Base Safety Manager Kelvin Smith Kelvin.K.Smith@uscg.mil (757)218-2451 prior to starting work.
13. ENVIRONMENTAL PROTECTION REQUIREMENTS:
All contractors working on CG Base Portsmouth shall abide by all federal environmental regulations as published by the Environmental Protection Agency, 40 CFR (series). Contractor written environmental management and pollution prevention programs shall be reviewed by the Environmental Protection Specialist; Scott Fisher (757)483-8595 Larry.s.fisher@uscg.mil . prior to starting work and must be in accordance with ICSPORTSVA INSTM5090.2, the Unit Environmental Guide.
13.1 Written notification must be provided to the Environmental Protection Specialist of any activity that could potentially cause a permit violation on Base Portsmouth. Some examples of qualifying activities are: any activity that could result in a spill or discharge into a waterway or introducing a hazardous material into the environment.
13.2 Copies of the following must be provided to the Environmental Protection Specialist prior to starting work in affected areas: Material Safety Data Sheets, permits, and notices of intent.
13.3 Hazardous materials used by a contractor are required to be disposed of by that contractor. Disposal must be in accordance with federal, state, and local guidelines.
14. IDENTIFICATION OF CONTRACTOR PERSONNEL AND VEHICLES:
A valid state license plate and safety inspection sticker is required. All vehicles operated on government property shall be maintained in a good state of repair.
8.0 Quality Control:
The abatement contractor shall implement a quality control plan to ensure that all work meets the requirements of this SOW and all applicable regulations.
9.0 Communication:
The abatement contractor shall maintain regular communication with the client and provide updates on the progress of the project.
