About this opportunity
The National Park Service Pacific West Region seeks to upgrade security and intrusion systems at Joshua Tree National Park in California, with proposals due May 29, 2026 at 5:00 p.m. Pacific Daylight Time. This is a Total Small Business set-aside under NAICS 561621 with a $25 million size standard.
Place of performance is Joshua Tree National Park, Twentynine Palms, California, with administrative oversight at the Lake Mabo facility, 601 Nevada Way, Boulder City, Nevada. A mandatory site visit was held May 6, 2026 at 8:00 a.m. at 74485 National Park Drive, Twentynine Palms, California. The period of performance runs July 1, 2026 through June 30, 2027 (365 days from award), except for the Historic Black Rock Nature Center work which runs April 1, 2026 through December 31, 2026.
The scope encompasses intrusion detection systems and emergency notification systems across 14 buildings, transitioning from existing communication methods to cellular-based communication to enable monitoring in areas lacking telephone service. Work must comply with Federal Protective Service standards, NISPOM, and HSPD-12. Contractors must provide system design, installation by certified technicians, testing, commissioning, training, and one-year warranty with 72-hour response time. All replaced equipment must be disposed of rather than retained. Existing functional wiring and intrusion devices may be reused with new equipment.
Evaluation criteria include price, technical approach (including prime contractor on-site superintendence for project management, quality control, safety, and schedule compliance), product features with manufacturer warranty documentation, and past performance (minimum three similar projects within five years). Contractors must carry liability insurance of $1 million per person, $2 million per occurrence, and $1 million property damage, with the United States named as insured. All offerors must be registered in SAM at offer submission. Questions are due May 13, 2026 at 1:00 p.m. Pacific Daylight Time. Prevailing wage rates apply for Riverside and San Bernardino counties in California.
