The U.S. Coast Guard seeks repair and control upgrade services on a 45-ton AAON split system HVAC unit at USCG Communication Command in Virginia Beach, with quotations due June 2, 2026. Place of performance is 1900 Indian River Road, Virginia Beach, Virginia 23456. The scope includes recovering remaining refrigerant, replacing a leaking discharge pressure transducer on Circuit 1, pulling vacuum to 500 microns minimum, charging 75 pounds of R410A refrigerant, removing the failed control interface, pulling new communications cable, installing a new control interface with all associated wiring and components, commissioning the equipment, and conducting thorough testing. The contractor must furnish all labor, materials, and equipment and supply AAON-certified or authorized technicians. Parts and materials must be ordered within three days of award, with all work completed within one month of award. A mandatory site visit will be held May 26, 2026, at 1100 Eastern Time; interested parties must arrange access through Nate Chappell (757-483-8792, Nathan.C.Chappell@uscg.mil) or Hayden Heyer (757-375-1183, Gary.H.Heyer@uscg.mil) and provide valid Real ID or Passport identification and a completed visitor access request form.
Quotations must be submitted via SF-18 by 5:00 PM Eastern Time on June 2 to frank.r.burton@uscg.mil and keven.d.weaver@uscg.mil. The Government contemplates award of a Firm-Fixed Price order. Amendment 1, effective May 21, 2026, added pictures of the unit, data, and condenser name plates to the solicitation; offerors must acknowledge receipt of this amendment. Evaluation will be conducted on technical capability and price, with award to the lowest priced technically acceptable quotation. Service Contract Act prevailing wage requirements apply.

The work consists of providing all labor, materials, and equipment, as required, to complete all work as described in the provided Statement of Work (SOW). This procurement is 100% set-aside for Small Businesses using NAICS code of 333415 Air Conditioning and Warm Air Heating Equipment and Commercial and Industrial Refrigeration Equipment Manufacturing and a small business size standard of 1,250 employees. The Government contemplates award of a Firm-Fixed Price order resulting from this solicitation. See FAR 52.212-1 for the solicitation submission instructions and FAR 52.212-2 for associatied evaluation criteria. All quotes must be submitted by 5:00 PM Eastern Time on 6/2/26 via email to frank.r.burton@uscg.mil and keven.d.weaver@uscg.mil. Quotes shall be submitted via the SF-18. Questions about this solicitation must be submitted in writing to the Contracting Officer and Contract Specialist at the email addresses listed above no oral questions will be accepted.
