About this opportunity

The Updated Master Solicitation for Commodity Procurement - Domestic Programs (MSCP-D) is a special notice issued by the Department of Agriculture's Agricultural Marketing Service (AMS) effective September 30, 2025. This master solicitation establishes the framework for all domestic commodity procurement division solicitations issued on or after this date. The notice applies to vendors interested in supplying agricultural commodities to the USDA for distribution through domestic food assistance programs. The solicitation does not utilize an interested vendor list option and directs interested parties to visit the AMS website for additional information. This is a civilian federal procurement opportunity with no set-aside restrictions.

The primary objective of this solicitation is to procure various agricultural commodities including meat, dairy products, cereals, fruits, vegetables, eggs, flour, pasta, rice, and other processed food items for distribution through domestic programs such as the National School Lunch Program, Commodity Supplemental Food Program, and Food Distribution Program on Indian Reservations. Vendors must submit bids electronically through the Web Based Supply Chain Management (WBSCM) system by the March 31, 2026 deadline and comply with sealed bidding procedures based on price and adherence to all requirements. Key requirements include certification of 100% domestic origin for all products, detailed packaging and labeling specifications, food defense audits, manufacturing practice standards, and completion of electronic representations and certifications. Eligible contractors must meet small business size standards specific to each commodity category, ranging from 700 to 1,400 employees, and must demonstrate compliance with federal anti-discrimination laws, equity regulations, and traceability documentation requirements. Awards will be made to vendors offering the best combination of price and compliance with all solicitation specifications.
