About this opportunity

USDA Agricultural Marketing Service issued an updated Master Invitation for Bids for International Commodity Procurements (MIFB-I) effective August 28, 2026, with response deadline February 27, 2027. The notice governs procurement of U.S.-origin agricultural commodities and related services for international food assistance programs, including Food for Peace, Food for Progress, and McGovern-Dole Food for Education. Commodities covered include wheat flour, rice, oils, beans, dairy products, canned salmon, and fortified foods; identity preservation is required for dry beans, peas, and lentils. Bid submission is electronic through the Web Based Supply Chain Management (WBSCM) system. Evaluation occurs on lowest-landed cost for overseas delivery or total delivered cost for in-store delivery. Firm-fixed-price contracts are awarded with f.o.b. vessel, f.a.s. vessel, intermodal plant, intermodal bridge, or in-store delivery terms. Liquidated damages for late delivery range from $0.11 per hundredweight per day to $25.00 per 1,000 bags per day. Contractors must maintain U.S. origin documentation, comply with federal food safety regulations, arrange quality inspections, and submit advance shipping notices and proof of delivery in WBSCM. Past performance is evaluated over three years; late deliveries may render offerors non-responsible. Small business set-asides and HUBZone price preferences of up to 5 percent apply. Interested vendors should visit www.ams.usda.gov/commodity-procurement.
