About this opportunity
The Agricultural Marketing Service (AMS), a component of the Department of Agriculture, has issued Final Supplement 603 to its Master Solicitation for the procurement of frozen bison products effective April 2026. This Special Notice announces an updated supplement that governs the purchase and delivery of frozen bison items to federal food and nutrition assistance programs. The supplement reflects several procedural and technical revisions to prior guidance, including modifications to packaging terminology, documentation requirements, and inspection protocols. The notice is designated for civilian agency use with no set-aside restrictions. The deadline for participation extends through December 31, 2026.
The primary objective of this procurement is to establish standardized requirements for qualified contractors to supply frozen ground bison and bison stew meat that meet USDA Food Safety and Inspection Service (FSIS) standards under the Voluntary Exotic Animal Inspection Program. Contractors must submit technical proposals to the Standards and Specifications Division at the specified email addresses, allowing 10 working days for evaluation before becoming eligible for competitive bidding. Eligible contractors must operate under FSIS oversight, comply with the Federal Purchase Program Specification for bison products, and meet stringent requirements including grinding specifications, fat content limits not exceeding 10 percent, freezing within 72 hours of fabrication, metal detection validation, microbiological testing protocols, and animal welfare compliance. The minimum purchase unit is set at 40,000 pounds net weight (1,000 shipping cases) per contract, with contractors required to bear all costs associated with AMS audits, monitoring, and certification services. Monthly Quality Assessment Division audits will be conducted during production to ensure ongoing compliance with all specifications.
