About this opportunity
The USDA Agricultural Marketing Service (AMS) issued an updated Master Invitation for Bids for International Commodity Procurements (MIFB-I) on April 6, 2026, effective for solicitations issued on or after April 7, 2026. This Special Notice supersedes the previous version and incorporates updated Federal Acquisition Regulation (FAR) and Agriculture Acquisition Regulation (AGAR) clauses and provisions. The notice applies to commodity procurement initiatives supporting U.S. Government international food assistance programs. Interested vendors should note that the interested vendor list associated with this notice will not be used, and parties wishing to sell commodities to USDA should consult the agency's commodity procurement website. This is a civilian federal contracting opportunity with no set-asides designated.
The MIFB-I establishes the procurement framework for a wide variety of agricultural commodities including wheat flour, rice, corn oil, vegetable oils, beans, dairy products, and canned goods to support Food for Peace, Food for Progress, and McGovern-Dole Food for Education programs. Contractors must submit bids electronically through the Web Based Supply Chain Management (WBSCM) system, with awards issued as firm-fixed price contracts based on lowest-landed cost for overseas delivery or total cost for in-store delivery. All commodities must be products of the United States, with dry beans, peas, and lentils requiring 100 percent U.S. origin on an identity-preserved basis. Key contractor requirements include timely performance certifications, compliance with Commodity Credit Corporation facility standards, adherence to food safety and packaging regulations, liquidated damages provisions for delivery delays (ranging from $0.11 to $0.45 per cwt/day depending on commodity), and submission of required documentation such as inspection certificates and bills of lading. Additionally, contractors must comply with anti-discrimination laws, federal labor standards, buy American requirements, and various other regulatory provisions governing contract terms and quality standards.
