About this opportunity
The Department of Agriculture Agricultural Marketing Service issued an updated Master Invitation for Bids—Domestic Commodity Procurement (MIFB-D) applicable to all domestic commodity procurement solicitations issued on or after August 28, 2026, with bids due February 27, 2027. This is an open, unrestricted competition with no set-aside.
The MIFB-D is a template for competitive sealed bids on agricultural commodities and commodity products for domestic food distribution programs, including the National School Lunch Program, Commodity Supplemental Food Program, Food Distribution Program on Indian Reservations, and The Emergency Food Assistance Program. All products must be 100 percent U.S. origin—grown, processed, and prepared exclusively in the United States, with limited exceptions for non-domestically sourced minor ingredients when U.S. equivalents are unavailable at fair and reasonable prices.
Offerors submit bids electronically via the Web Based Supply Chain Management Computer System (WBSCM) at https://portal.wbscm.usda.gov/ and must maintain accurate email addresses for purchase order receipt. All commodities must comply with FDA regulations, Current Good Manufacturing Practices, and Food Safety Modernization Act requirements, with food defense plan audits approved by USDA AMS before bid opening. Pricing is offered f.o.b. destination or shipping point in purchase unit increments. Liquidated damages for late delivery range from $0.0025 per pound per day for perishable items to $0.45 per hundredweight per day for dairy and processed products, capped at 45 days. Contractors must provide advance shipment notices no later than 24 hours before shipment and secure unloading appointments at least 72 hours prior to delivery. The document incorporates FAR and AGAR clauses and requires certifications regarding anti-discrimination compliance and small business representations aligned with SBA size standards.
