About this opportunity

The Defense Logistics Agency seeks quotations for an up to 8-month continued lease of 79 ONE-Net Multi-Functional Devices (MFDs) with maintenance services and supplies for OCONUS Bahrain, with quotations due July 22, 2026 at 10:00 AM EDT. The solicitation is a sole-source requirement with Business International WLL, though all responsible sources may submit quotations for consideration by the agency.

Place of performance is Bahrain, spanning Naval Support Activity Bahrain in Juffair and Interim Support Activity Bahrain in Manama. The lease bridges operations until an already-awarded follow-on contract can be delivered and installed no later than April 30, 2027. The Government does not own the 79 devices currently in place; the contractor must provide them.

MFDs must meet specific technical standards: simplex and duplex copying, printing, and scanning; automatic document feeders with 30-page minimum capacity; copy resolution of 600 x 600 DPI minimum and print resolution of 1,200 x 1,200 DPI minimum; FIPS 140-2 compliant secure scanning with OCR; CAC/PIV enablement; disabled USB ports except for printer and CAC readers; and encryption or overwrite security kits. Devices must support IPv4 and IPv6, be capable of RMF accreditation, and possess current ISO/IEC 15408 Common Criteria certification through NIAP. Unless previously tested and approved by DLA, all proposed devices require security testing at DLA Information Operations in New Cumberland, Pennsylvania at no cost to the government within an estimated 20-day timeframe. Devices for OCONUS Navy networks must be tested for ONE-Net compatibility and added to the ONE-Net Approved Products List, requiring an estimated additional 130 days prior to delivery.

The contractor must maintain a minimum 95% monthly device availability rate, provide English-speaking technician support Monday through Friday 8:00 a.m. to 4:30 p.m. local time, respond to work stoppages within two business hours for non-remote areas and four business hours for remote areas, and resolve all malfunctions within ten calendar days.

Performance runs from September 1, 2026 through December 31, 2026 (base), with four optional one-month periods extending through April 30, 2027. Quoters must be registered in the Joint Contingency Contracting System (JCCS). Evaluation uses Lowest Price Technically Acceptable (LPTA) source selection, with Technical and Past Performance factors evaluated on acceptable/unacceptable basis (unweighted) and Price evaluated for lowest total cost inclusive of all options. NAICS code is 532420; PSC code is W074.
