About this opportunity
The Department of Commerce's National Oceanic and Atmospheric Administration (NOAA) is seeking to replace aging Universal Sonar Mount (USM) systems used by its Navigation Response Branch for hydrographic survey and emergency response work. The procurement involves six USM HighTower Sonar Mounts with hinge option, six gear drive kits, one sonar pole, and specific mounting plates for Kongsberg EM2040C and Applanix IMU systems. The contract will be awarded using a Lowest Price Technically Acceptable (LPTA) evaluation method, with offerors required to demonstrate technical capability and compliance with specific requirements. Potential contractors must be registered in SAM.gov and submit their quotes electronically by 11:00 AM Eastern on March 12, 2025. All questions from potential bidders must be submitted by February 27, 2025, with an anticipated contract award date of March 31, 2025.
The solicitation is a 100% small business set-aside under NAICS code 334511 with a size standard of 1,350 employees, specifically targeting manufacturers of search, detection, and navigation systems. The procurement is sole-sourced to Universal Sonar Mount in Sausalito, CA, due to the unique compatibility requirements with existing vessel mounting plates. Delivery of the equipment is required within 90 days after receipt of order (ARO) to multiple Navigation Response Team locations, including Gulfport MS, Seattle WA, Patuxent River MD, New London CT, and Fernandina Beach FL. The contract will be a firm-fixed-price arrangement, with a minimum 12-month manufacturer's warranty required. The total quantity includes seven primary line items, with specific part numbers identified for each component, and the estimated value falls under simplified acquisition procedures.
Notice text
The Office of Coast Survey's Navigation Response Branch requires the replacement of their currently used Universal Sonar Mount (USM) systems. These systems are used for deployment and recovery of sonar systems used to collect hydrographic survey data. The USM mounts are aging and are approaching their end of usable life. The Navigation Response Team vessels were designed and built with a permanent USM mounting plate to be able to receive USM sonar mount systems. The bolt hole pattern on the welded hull plates will only accept USM-branded equipment.
