SIMPLIFIED ACQUISITION PROCEDURES (SAP)

FOR AN ACTION NOT EXCEEDING THE SIMPLIFIED ACQUISITION THRESHOLD

1. Agency and contracting activity. Department of Commerce, NOAA Acquisition and Grants Office (AGO), Eastern Region Acquisition Division and Office of Coast Survey (OCS), Navigation Services Division (NSD)

2. Description of supplies or services required to meet agency needs. The National Oceanic and Atmospheric Administration’s (NOAA) Navigation Response Branch (NRB) requires the procurement of replacement Universal Sonar Mount (USM) sonar mounting hardware for hydrographic survey and emergency response work. This hardware will replace currently deployed USM equipment that has reached its end-of-life. USM sonar mounting hardware allows the Navigation Response Teams (NRTs) to quickly deploy a variety of sensors to collect data in support of emergency response and routine nautical charting surveys. The currently used older USM systems have been in use for approximately 10 years, and are showing signs of corrosion, worn gearing and flaked powder coating. The new upgraded USM systems are lighter and easier to deploy than the current aging systems used on the NRTs. NRTs must have an efficient sonar deployment system must have an operational MBES system to help fulfill NRB’s mission essential function (MEF) of emergency response. NRB expects the newer USM equipment to have a usable life of 10 years or more with proper maintenance

4. Supporting rationale. Only one source or brand name is reasonably available as detailed below:

Compatibility to existing systems or equipment - The required supplies or service must be compatible in all aspects (form, fit, and function) with existing systems or equipment and the source is uniquely qualified to meet the requirement.

The USM equipment referenced above must be 100% compatible with the currently used welded mounting plates installed on the NRTs. These welded plates are permanently affixed to the gunwales of the NRTs and are specifically designed to accept USM sonar mounting equipment only. Other manufacturers produce sonar mounting hardware, but they would not be compatible with the welded plates permanently installed on the NRTs.

5. Market Research.

Market research was performed by the client through internet searches, discussions with the manufacturer and their authorized resellers. Pricing from USM is available to the public and is similar in cost to other branded systems. The client also provided two resellers- the list is included in the file.

The contract specialist conducted online market research to include GSA and SAM. It was found that the manufacturer listed above, along with the resellers provided, are active on SAM and are all 3 small businesses. One other small business was found while researching previous Contract Opportunities for similar requirements.
