About this opportunity

The Missile Defense Agency, on behalf of the United States Space Force SCAR Program Office, issued a two-phase Commercial Solutions Opening (CSO) solicitation (HQ0860-26-S-C008) due by 14:00 MDT on October 15, 2026, seeking innovative prototype solutions for modernizing satellite ground Telemetry, Tracking, and Commanding (TT&C) capabilities through Ground Entry Point (GEP) and Network Operations Center (NOC) systems. All proposed solutions must achieve Technology Readiness Level 7–9 and comply with NISPOM and federal cybersecurity requirements. Offerors must possess a valid U.S. security clearance of Secret or higher and an active Facility Security Clearance issued by DCSA under NISP at White Paper submission; access to export-controlled CUI documents requires an active DD Form 2345 in the DLA Joint Certification Program Portal.

The solicitation addresses three Areas of Interest: rapid fielding of government-owned, contractor-operated commercial TT&C systems; exclusive-use leased commercial antenna capacity on commercial sites; and antenna-as-a-service offerings utilizing shared commercial multi-tenant ground station networks. Phase 1 white papers must not exceed five pages and should include technical feasibility assessment, TRL substantiation with commercial demonstration evidence, key performance metrics, and manufacturing capacity analysis. Awards will be made as Other Transaction Agreements under 10 U.S.C. § 4022, requiring either significant participation by a nontraditional defense contractor or small business, or the offeror providing at least one-third of total project cost from non-Federal funds. The Government intends firm-fixed-price arrangements and may award follow-on production contracts to successful prototype participants. Questions must be received by 14:00 MDT Thursday, October 1, 2026; the Government posted Q&A responses October 6, 2026, and released Solicitation Rev1 with minor clarifications to follow-on production decision language and white paper formatting guidance.
