About this opportunity
The Missile Defense Agency issued a Broad Agency Announcement for Low-Cost Kill Vehicles with a white paper due date of October 2, 2026, at 1600 Central Daylight Time. The solicitation seeks industry solutions to reduce kill vehicle costs for ballistic and hypersonic defense while leveraging readily available technologies and compressed development schedules. Contractors must address one or more of five technology areas: divert and attitude control systems, low-cost seekers, warheads and novel defeat mechanisms, guidance navigation and control hardware and software, and cooperative engagement algorithms. Solutions may target complete kill vehicle assemblies or subsystems applicable to current interceptors (SM-3, THAAD) or future systems (Low-Cost Interceptor, Glide Phase Interceptor, Next Generation Interceptor, Navy Modular Missile). Proposed concepts must support production rates exceeding 240 units annually and include detailed cost justifications. All submissions require SECRET facility clearance and SECRET safeguarding level certification; requesters must obtain Offeror's Library access by September 4, 2026, through their Facility Security Officer. The program operates as a two-step process with white paper submission followed by selection into detailed proposal development. Inquiries close September 18, 2026. An in-person industry day occurs September 9, 2026, with RSVP due August 27, 2026. MDA anticipates multiple awards using both FAR-based contracts and Other Transaction agreements. No budget ceiling is defined.
Notice text
The Missile Defense Agency (MDA) “Low-Cost Kill Vehicles” solicitation seeks solutions to dramatically decrease the cost of kill vehicles for defense against ballistic and hypersonic threats. This program prioritizes the use of readily available technologies to deliver solutions on a compressed schedule with little to no reduction in performance or reliability. This solicitation seeks to transition concepts into future missile defense interceptors or cost saving upgrades to legacy interceptors. Future interceptors include but are not limited to MDA Low-Cost Interceptor (LCI), Glide Phase Interceptor, Next Generation Interceptor, Navy Modular Missile, etc. Legacy interceptors include standard missile 3 (SM-3), and THAAD. Solutions may include complete kill vehicles or kill vehicle subsystems.
Key Technology Areas of Interest:
- Kill vehicle divert and attitude control systems
- Low-Cost Seekers
- Warheads and other novel defeat mechanisms
- Guidance Navigation and Control (GNC) Hardware
- Cooperative Engagement Algorithms
