About this opportunity

The Missile Defense Agency (MDA) has published a Special Notice for the High Altitude Infrared Search and Track (HAIRST) solicitation, seeking proposals for the development and demonstration of advanced infrared sensor prototypes. These prototypes will be hosted on high altitude platforms and must demonstrate capabilities for both searching large volumes for incoming missile threats and generating high-resolution tracks. The solicitation is issued under MDA's Nimble Options for Buying Layered Effects (NOBLE) Announcement, specifically designated as NOBLE No. 4 with solicitation number HQ0860-25-S-C004. The program represents a Defense Department initiative focused on enhancing missile defense capabilities through innovative technological solutions. Due to the sensitive nature of the work, performers will be required to handle SECRET-level classified information throughout the project execution.

The primary objective of this HAIRST program is to advance missile defense capabilities by developing disruptive technologies in areas including artificial intelligence, directed energy, hypersonic defense, and space-based tracking systems. The original submission deadline has been extended from October 30, 2025, to November 13, 2025, as detailed in Amendment 1. To be eligible for participation, offerors must possess an active SECRET or higher Facility Clearance (FCL) with SECRET or higher Safeguarding Level, as classified information access is mandatory for proposal development and contract performance. MDA has established an "Offeror's Library" containing Controlled Unclassified Information necessary for proposal preparation, which is accessible only to cleared contractors meeting the security requirements. The agency will utilize an Other Transaction for Prototype agreement structure with fixed pricing under 10 U.S.C. 4022, and successful prototypes may lead to follow-on production agreements.
