About this opportunity
The United States Naval Observatory (USNO) is preparing to issue a competitive Request for Proposals (RFP) for a precise laboratory project through the Naval Facilities Engineering Command. The procurement focuses on plumbing, heating, and air-conditioning contractor services, specifically related to maintenance, repair, and rebuild of refrigeration and air conditioning equipment. Potential contractors are invited to submit questions about the Performance Work Statement (PWS) and related attachments via email to specific government contacts: Naomi Sproule and Shauna Lloyd. Written questions and comments must be submitted within fourteen days of the March 18, 2025 publication date, with the government considering all responses received during this period. The follow-on RFP will be issued at an undetermined future date, and any responsible source believing it can fulfill the requirement is encouraged to participate.
The contract opportunity is designated as a Total Small Business set-aside, which means only small businesses can compete for this procurement. The contract falls under NAICS Category 238220 for Plumbing, Heating, and Air-Conditioning Contractors and Product Service Code J041 for maintenance and repair of refrigeration and air circulating equipment. While specific award value and contract duration are not detailed in the pre-solicitation notice, the procurement is being managed by the Department of the Navy's Defense sector. Interested small businesses should carefully review the forthcoming RFP documents and prepare comprehensive proposals that demonstrate their capabilities in technical service and equipment maintenance. Potential contractors should pay close attention to the email communication channels established for questions and clarifications about the upcoming solicitation.
