About this opportunity
The Department of the Air Force, United States Air Forces in Europe - Air Forces Africa, seeks a five-year comprehensive maintenance and repair service contract for 24 mission-essential Uninterruptible Power Supply systems and associated battery strings at Spangdahlem Air Base, Germany, with proposals due May 27, 2026 at 1500 CEST. The solicitation is a firm-fixed-price RFQ with no set-aside, open to full and open competition under streamlined procedures.
Place of performance is Spangdahlem Air Base, Germany, with geographically separated UPS systems also located at Volkel Air Base (Netherlands), Geilenkirchen Air Base (Germany), and Buechel Air Base (Germany). The contract structure is one base year plus four option years. The NAICS code is 811210, Electronic and Precision Equipment Repair and Maintenance; PSC is J059.
The scope includes two scheduled preventive maintenance visits annually (one comprehensive/major, one periodic/minor) comprising calibration, thermal imaging, battery discharge testing, visual inspection, firmware checks, and fault mitigation. Emergency response follows a tiered protocol: Tier 1 (critical systems) requires next business day response (three business days for Volkel); Tier 2 requires seven business days. The contractor must deliver written root cause analysis and quotes within six hours of on-site arrival, service reports within ten business days, and maintain a 95% system uptime guarantee. All replacement parts must be new and sourced from the Original Equipment Manufacturer or OEM-approved equivalent. The contractor must comply with German Industrial/Safety/Health Regulation (BetrSichV) and German electrical safety standards (VDE, DGUV), and possess ISO 9001 or equivalent quality management certification.
Quoters must provide technical capability information, pricing for all contract line items and options, past performance information for up to three relevant contracts completed within the past three years, proof of active SAM.gov registration with active UEI and CAGE code, and completed representations. Award will be made on a best value tradeoff basis evaluating price, technical capability, and past performance. Questions are due May 18, 2026. The Contracting Officer is Angelo Minisini (Angelo.minisini@us.af.mil, 314-452-9523); Contract Specialist is A1C Lorenzo Blanco (lorenzo_welsch.blanco.1@us.af.mil). Amendment 4 updated the Performance Work Statement to provide extended response time leniency for one geographically separated location; Amendment 3 extended the quotation deadline to May 27, 2026; Amendment 2 posted Q&A and updated system inventory; Amendment 1 extended the deadline to May 13, 2026.
