About this file

This is a Questions and Answers (Q&A) document for federal contract opportunity RFO_FA560626QA015, published on SAM.gov on April 1, 2026, concerning UPS (Uninterruptible Power Supply) system maintenance and battery replacement services at multiple European military installations.

The solicitation requires firm fixed pricing for all Contract Line Item Numbers (CLINs) across base and option years, with the pricing table located on page 2 of the combined synopsis solicitation document. Offerors may include subcontractor past performance provided it includes a signed letter of commitment clearly stating the subcontractor's role, though primary responsibility remains with the prime contractor. When battery system faults occur, all batteries in the affected system must be replaced to prevent damage or capacity reduction to new batteries. The equipment covered is exclusively IT equipment maintained by 52CS (Computer Systems Squadron). Offerors are responsible for determining all necessary resources, procedures, and software/licenses required for performance. The 52CS/SCXP unit will be stationed at all access points for maintenance purposes. Service centers must register on-site at least two weeks before maintenance begins, with 52CS assistance in determining whether scheduled dates fall on public holidays in the respective countries (Germany, Belgium, and Netherlands). A site visit can be accommodated upon request by contacting Contracting Officer Mr. Angelo Minisini or Contract Specialist Mr. Lorenzo Blanco, with the understanding that site visit requests may result in adjustment of the quote submission deadline. The document includes a sampling of UPS maintenance records from May and November 2025 documenting preventative maintenance, battery replacements, system checks, and diagnostics across 15 UPS units.

The answers below in green for the contractor.

1. Quoters are asked to fill out the firm fixed prices for all CLINs, including base and option years (per pricing table). The solicitation package as published on SAM.gov on

1-APR-2026 does not include a file with a pricing table and/or a CLIN Sheet. We would like to ask to receive the mentioned pricing table to be enabled to fulfill the requirement.

- The CLINs pricing table will be found in the combined_synopsis_solicitation_RFO_FA560626QA015 page 2.

2. Please advise if Offerors can provide recent/relevant past performance from a subcontractor with a signed letter of commitment.

- Yes, Offerors may include subcontractor past performance in their submission, provided it includes a signed letter of commitment from the subcontractor clearly stating their role in the performance. The Government will evaluate this information; however, the primary responsibility remains with the prime contractor.

3. In case of a fault of the battery system, shall all batteries in a system be replaced?

- Yes, it is best to replace all batteries incase of fault of the battery system as these would affect the old batteries which would “damage or reduce the capacity” of the new ones.

4. Please identify the system that requires maintenance with the use of a laptop with special software and access licenses (of the manufacturer)

-The Government cannot provide answers to this question. Offerors are responsible for determining all resources, procedures, and considerations necessary to perform the work in accordance with the solicitation.

5. Are the technical rooms accessible for maintenance or is an appointment to be scheduled?

- Our 52CS/SCXP unit will be stationed at all access points for maintenance purposes.

6. Please advise for which systems which UPS unit is used (e.g., fire alarm systems, emergency lights, ...)?

- The equipment covered under this requirement is exclusively IT equipment from 52CS.

7. Please provide Offerors the latest and historical equipment maintenance protocols.

- See general overview of a sampling of UPS maintenance records at page 3.

8. Please provide Offerors with the date of the last replacement of the emergency battery sets.

- See excel document UPS System breakout for details.

9. In Paragraph 2.2 “Emergency & Break-Fix Protocol” of PWS it is stated that the On-Site Response Time for Tier 1 “Critical” failures is “Next Business Day”. In Paragraph 5.3 “Federal Holidays/Down Days” excludes German and American Holidays from being a Business Day”

- No question was asked.

10. Some of the listed Equipment is located in the Netherlands. Please advise how the Holidays in the Netherlands are to be recognized.

- All service centers must register on-site at least two weeks before maintenance begins!

The 52CS will assist with this process.

During registration, it will be determined whether the date falls on a public holiday in the respective country.

11. Paragraph 7.1 “Security Requirements/Base Access”: Please advise, if access requirements and process are equal for all sites, even for the sites in Geilenkirchen, Büchel, and Volkel in the Netherlands.

- All service centers must register on-site at least two weeks before maintenance begins! The 52CS will assist with this process.

During registration, it will be determined whether the date falls on a public holiday in the respective country.

12. To fully understand site conditions and provide the Government with the most accurate and cost-effective proposal, we respectfully request a site visit of representative facilities included in the scope of work. Could you please confirm whether a site visit will be permitted, and if so, provide the proposed schedule and point of contact?

A site visit can be accommodated upon request. The points of contact for scheduling are the Contracting Officer, Mr. Angelo Minisini, and the Contract Specialist, Mr. Lorenzo

Blanco, as listed in the solicitation. Please note that if a site visit is requested, the quote submission deadline may be adjusted accordingly.
