About this opportunity
The Department of the Army seeks firm fixed-price inspections of unfired pressure vessels at Tobyhanna Army Depot in Pennsylvania, with proposals due September 16, 2026. This is a women-owned small business set-aside under NAICS 541380 (Testing Laboratories and Services), with a size standard of $19 million.
The contract runs one base year (March 13, 2027 through March 12, 2028) plus four one-year option periods. The base year requires one comprehensive structural integrity inspection on approximately 60 unfired pressure vessels (49 currently cataloged, up to 10 additional vessels anticipated over the five-year period at approximately two per year) using non-destructive testing methods including ultrasonic testing, liquid penetrant test, magnetic particle test, or radiographic test. Option years one through four require annual external visual inspections of all existing equipment and integrity inspections on any newly installed, repaired, replaced, or altered vessels. Replacement parts, labor, and non-destructive testing outside scheduled inspections are out of scope and will be ordered separately.
The contractor must be an accredited Authorized Inspection Agency holding a valid National Board NB-369 Certificate of Accreditation (API 510 is not accepted) and possess a minimum of five years' experience in boiler and pressure vessel construction, operation, maintenance, repair, or inspection. All contractor personnel require background checks and security clearance prior to work commencement. The contractor must furnish all personnel, equipment, supplies, materials, transportation, and tools; the government provides facility access, water, and electricity. Work occurs Monday through Friday, 07:30–16:00, excluding federal holidays and government facility closures.
Contractors must achieve CMMC Level 1 Self-Certification per DFAR 252.204-7021, comply with Service Contract Labor Standards and prevailing wage determination 2015-5797 (Revision 33, effective August 12, 2026), and submit annual proof of qualifications. A mandatory site tour is scheduled September 9 at 1:00 PM EST at Building 606 Visitors Center; attendance requires submission of a 648C form to the Contracting Officer Representative at least 5 business days prior. Written questions are due September 10 at 3:00 PM EST. Amendment 0002, effective September 15, incorporated 15 Questions and Answers into the solicitation. Evaluation will be based on price and past performance (evaluated through CPARS and SPRS); options will be evaluated for award by adding total option prices to the base requirement. Award will be made without discussions unless the Government determines discussions are necessary.
